CalAIM Administrator

The County of Santa Barbara Health is seeking a CalAIM Administrator within the Primary Care and Family Health division. This role involves leading the CalAIM program, overseeing initiatives to improve healthcare delivery, and ensuring compliance with state and federal requirements.

Responsibilities

Plans, organizes, coordinates, and directs activities related to the CalAIM initiative, including Enhanced Care Management (ECM), Community Supports, and the Justice-Involved Initiative, in alignment with County Health’s strategic goals
Serves as a member of the County’s management team; establishes annual or mid-term priorities, goals, and operational plans; and provides oversight, monitoring, and reporting of CalAIM-related activities across County Health, Behavioral Wellness, Sheriffs, Probation, and other county departments and programs
Develops, administers, and evaluates services and programs to ensure compliance with Department of Health Care Services (DHCS) requirements, CalAIM milestones, and performance goals; monitors policy changes and informs leadership of impacts
Collaborates with internal and external partners, including community agencies, contracted providers, County divisions, and stakeholders, to deliver integrated services and address barriers to implementation
Prepares project schedules, scopes initiatives, organizes and participates in project team meetings, and ensures timely submission of required CalAIM deliverables, including Monthly Dashboard Reports, Quarterly Reports, and other DHCS-mandated documentation
Oversees the development and implementation of policies, procedures, training, and change management strategies to support CalAIM initiatives; provides training and technical assistance to County staff and stakeholders
Supervises and provides guidance to professional, paraprofessional, and support staff, including the ECM team; conducts performance evaluations, hiring, employee development, and discipline as needed
Conducts fiscal oversight in partnership with the Department’s Fiscal team by analyzing billing and productivity reports, identifying opportunities for improvement, and cultivating strategies to enhance performance and efficiency
Researches, analyzes, and prepares reports, contracts, plans, and other documents related to CalAIM programs; presents findings and updates to leadership, County Executive Office (CEO), Board of Supervisors, committees, and community stakeholders
Troubleshoots and resolves program or operational issues and develops strategies to overcome barriers to successful implementation
Represents County Health on professional committees, collaborates with state and local partners, and provides highly responsible staff assistance to executive leadership
Performs other related duties as required

Required

Bachelor's degree or equivalent from an accredited four-year college or university in public health administration, healthcare administration, nursing, behavioral/mental health sciences or a related field
Seven (7) years of progressively responsible experience in Health Services Program Management including at least three (3) years as a supervisor or manager
Possession and maintenance of a valid California driver's license and the ability to meet automobile insurability requirements of the County or the ability to provide suitable transportation needs as a condition of continued employment
Principles, practices, and techniques of health services programs and operations in a public agency setting, including public health, mental health and recovery, correctional health, and/or medical health programs, including the interpretation of laws, regulations, policies, and procedures
Principles and practices of public administration and program management, including strategic planning, implementation, and evaluation
Trends in public, mental, medical, and correctional health, and recovery education, treatment, prevention, and related issues
Management principles, practices, and techniques
Principles and practices of governmental accounting, fiscal management, budgeting and auditing
Principles and practices of program planning and administration
Personnel management principles and practices, including employee supervision, training, and evaluation
Principles and practices of group facilitation, conflict resolution, and consensus building
Principles and practices of procurement and contract administration
Principles and techniques of effective oral presentations

Analyze and evaluate operational programs, projects, and procedures
Plan, organize, coordinate, and supervise changes and improvements in public agency projects and studies

Research, recommend, and implement industry trends, solutions, and best practices

Collaborate with program stakeholders, elected and appointed boards, the public, and internal leadership

Establish and maintain effective working relationships with a diverse range of individuals, including but not limited to coworkers, subordinate staff, supervisors, other managers, professional agencies, and the general public
