Responsibilities
Oversee accounting operations for operating, capital, grant, and bond funds, ensuring compliance with applicable accounting standards and District policies
Manage all aspects of grants and bond accounting, including tracking, reporting, and reconciliation of restricted funds and debt service accounts
Ensure proper fund classification and cost allocation for federal, local, and special-purpose funds
Review and approve journal entries, reconciliations, and adjustments for accuracy and completeness
Oversee the preparation of monthly, quarterly, and annual financial statements in compliance with GAAP and OMB Circulars
Develop, implement, and maintain internal accounting procedures and controls to safeguard District assets
Coordinate audit activities, prepare supporting documentation, and respond to auditor inquiries and findings
Supervise accounting staff, providing guidance, mentoring, and training to improve team performance and ensure accuracy in reporting
Monitor the execution of budgets and expenditures, ensuring compliance with appropriations and financial policies
Prepare and present complex financial analyses, reports, and recommendations to senior management
Support the preparation of grant financial reports, drawdowns, and closeout activities in compliance with federal and local regulations
Collaborate with program managers and other OCFO divisions to ensure accurate and timely reporting of financial transactions
Participate in the development of accounting policies, system upgrades, and process improvements to enhance efficiency and compliance
Qualification
Required
Bachelor's degree in Accounting, Finance, or Business Administration
Minimum of 5 years of progressive financial and accounting experience
Expert knowledge of accounting principles in the areas of Cash and Accounts Receivable
Working knowledge of Grants, Bonds, Retirement Plans, and Unclaimed Property
Strong knowledge of Generally Accepted Accounting Principles (GAAP)
Demonstrated experience applying project management skills in financial operations
Advanced proficiency in MS Teams, Outlook, Word, Excel, and PowerPoint
Proficiency with Accounting / General Ledger Systems
