Discipline Program Lead

They are seeking a Discipline Program Lead to oversee the technical, schedule, and financial performance of Life Cycle Engineering teams, ensuring compliance with contractual agreements and effective risk management.

Responsibilities
Provide clear, SOW/Spec compliant technical bidding guidance to the LCE team
Ensure all BOEs support the scope of the program and support the price to win at an acceptable level of technical risk
Integrate completed discipline bids, lead Engineering Bid reviews and gain required approvals from LCE management & inputs to the proposal Cost Volume
Responsible for the entirety of LCE execution including technical budget, cost, schedule, performance and metrics
Lead LCE Monthly Program Reviews
Responsible for the Earned Value and/or financial management of the LCE content on a program including LCE content of the Estimate at Completion (EAC), Latest Revised Estimate (LRE), and monthly variance reviews
Actively participate in developing and guiding the program risk and opportunity development. Ensure proper Engineering Risk and Opportunity management (ensure Engineering risks are captured and mitigation plans in place across IPTs)
Monitor technical priorities to meet cost, schedule & performance for the program, including the authority to direct the IPT/Discipline Leads
Monitor staffing against planned work - proactively engage with LCE Disciplines to project program demand in a timely manner to ensure adequate resource assignment. Document the program staffing demand and keep updated in engineering staffing tool
Ensure proper documentation and configuration management of LCE engineering work products; participate in ERB, CCB and other major review boards
Ensure alignment with contractual agreements
Participate in program reviews including Independent Reviews (IRs), Gate reviews and Program Management Reviews (PMRs)
Qualification
Required
Typically requires a Bachelor's and 6 years prior relevant experience or an Advanced Degree and less than 4 years' experience
Experience with budget or financial management and risk and opportunity
Experience with proposal or capture efforts
Leadership experience
The ability to obtain and maintain a U.S. government issued Secret security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Preferred
Practical knowledge in leading and managing the execution of processes, projects and tactics within ones work area
Ability to collaborate across the organization
BOE/Proposal experience
BOE Writer Certified
EVMS Certified
Proficiency in MS Office Suite: Word, Excel, and PowerPoint
Must enjoy working in a team environment with frequent customer contact and have excellent oral communication and interpersonal skills
