Project Engineer - Construction Management and DOT

The Douglasville-Douglas County Water and Sewer Authority is seeking a Project Engineer specializing in Construction Management and DOT projects. Responsibilities

Oversees the majority of capital improvement projects
Manages construction of capital improvement projects by coordinating with outside engineers, contractors, and construction inspectors
Coordinates utility relocation projects associated with roadway improvements with GDOT, Douglas County DOT, and City of Douglasville DOT
Reviews and edits contract documents
Participates in the preparation of specifications, plans, estimates, and reports pertaining to the construction, maintenance, and operation of a variety of engineering or utility projects
Coordinates projects from conception, through design, bid, construction, and acceptance
Provides technical assistance for solving a wide range of problems and concerns that involve existing or proposed infrastructure
Reviews private development water, sewer, stormwater, and erosion control construction plans and specifications for accuracy and conformance with design standards and acceptable engineering practices
Assists with construction inspections and makes recommendations for acceptance of all residential, commercial, and industrial development
Communicates with landowners, developers, consultants, and other relevant parties regarding land development, sewer capacity problems, engineering concepts, approvals, and Authority requirements
Investigates and responds to customer inquiries and complaints
Coordinates with federal, state, and local officials on policy interpretation and adherence
Ensures maintenance of records of inspections conducted and deficiencies noted; follows up on deficient construction
Reviews and interprets descriptive land data sheets on tracts, right-of-way maps, and easements
Ensures codes, regulations, and construction eliminate or minimize flood damages to structures
Compiles and tracks data, including spending, for local reports (capital projects & flow tests), state reports (quarterly, semi-annual, & annual), & federal reports (FEMA)
Keeps the Engineering Manager advised of potential problems and concerns so that coordinated corrective action can be taken in time to ensure contract requirements are met

Required

Bachelor's Degree in civil engineering or a related engineering field
Two (2) years of experience in design or construction management, or an equivalent combination of education and experience
Possession of a valid State of Georgia driver's license and satisfactory Motor Vehicle Record (MVR)
Knowledge of engineering theories, principles, and practices
Knowledge of civil design and construction methods, equipment, and techniques
Knowledge of DOT requirements, terminology, and methods
Knowledge of standard terminology, techniques, and practices of water, sewer, stormwater, and erosion control
Knowledge of the Authority's Design and Construction Standards as they relate to water, sewer, stormwater, and erosion control
Knowledge of proper and efficient installation of water and sewer lines, taps, manholes, and pump stations
Knowledge of construction materials, testing, and surveying
Knowledge of construction inspection procedures
Knowledge of local, state, and federal codes as they relate to permitting process for project approval and construction
Skill in drafting methods and techniques
Skill in training employees
Ability to identify and resolve technical problems
Ability to make quick, consistent, and accurate independent decisions
Ability to interpret codes, ordinances and Authority policies, procedures, rules, and regulations
Ability to explain WSA regulations in understandable terms to developers, engineers, contractors, and the general public
Ability to review, understand, and interpret design drawings, site plans, construction specifications, cost estimates, engineering plans, maps, plats, surveys, and contract documents to determine compliance with Authority specifications
Ability to plan, direct and supervise the work of subordinate personnel
Ability to organize and track multiple projects and decisions
Ability to establish and maintain effective working relationships with coworkers, contractors, outside personnel engaged in Authority related projects, and the general public
Ability to read, write, and communicate effectively

Preferred

Preferred registration as a licensed Engineer in Training in the State of Georgia
GSWCC Level II Certification, or ability to obtain it within ninety (90) days from date of hire
