Engineering Project Manager II

Port of Tacoma is seeking an Engineering Project Manager II responsible for project management oversight of moderately complex expense and capital improvement projects. The role includes managing project scope, schedule, and budget while providing high-level customer service to all stakeholders.

Responsibilities

Manages all aspects of projects that are moderately complex and may include unusual problem solving and is accountable for the delivery of projects consistent with defined scope and approved budget and schedule
Ensures effective, timely, and accurate project reporting and communication. Prepares project status reports, develops project budget estimates, and develops project schedules, as required. Requests and reviews corrective actions when projects deviate from engineering estimates, schedules, or contract documents. Prepares and presents actions to Commissioners and Managing Members
Evaluates assigned Port and NWSA facilities, including marine structures, and makes recommendations about the condition, use, and capacity of facilities and structures. Investigates, analyzes, and recommends solutions and methods of repair and correction in the maintenance and modification of facilities
Directs the work of consultants to ensure high quality work products in alignment with project scope. Negotiates consultant contract, approves consultant billings and manages amendments
Coordinates construction activities as they impact Port and tenant operations to ensure construction completion and continued operation. Monitor schedules, inspect the stage of completion of construction project work in progress, and recommend partial and final payments to contractors. Review submittals required by the contract documents and manage the submittal process. Coordinates and directs field inspectors. Leads and participates in periodic construction meetings. Conducts job observation trips. Attend pre-bid meetings, bid openings, and develop addenda. Review and analyze responsible bids. Recommend action regarding acceptance of lowest responsible bid

Required

A bachelor's degree in engineering, architecture, construction management or related field is required
A Washington Licensed Professional Engineer or Architect certification is also required
Minimum of five (5) years of responsible experience involving assignments in project management, engineering design, estimating, and construction management is required
Experience with client management, complex project assignments, and diverse services is desirable
Experience must also demonstrate skills in leadership, independent project management, and accurate construction cost estimating, construction management, clear and concise specification writing, coordination and management of multi-discipline engineering teams and consultants
Strong knowledge of site, commercial, and public works construction operations, methods, materials, costs and equipment
Strong knowledge of construction project management and inspections practices, procedures, and techniques including cost estimating and managing project budget and schedules
Advanced knowledge of engineering and architectural design principles, practices, and procedures
Knowledge of federal, state, and local regulatory agencies and related regulations, guidelines, and procedures as they relate to Port/NWSA projects
Knowledge of and experience with federal grant process and ability to address typical grant issues
Effective communication skills, both written and verbal, including negotiation, facilitation, and presentation skills with the ability to effectively interact with staff, project sponsors, Executives, and Commissioners or Managing Members
Excellent technical and mathematical skills
Demonstrated effective project leadership skills with the ability to lead and influence people with or without direct authority
Highly skilled in using innovation to meet the needs of the project, organization, and changing priorities
Advanced research and analytical skills
Ability to quickly analyze advanced issues from more than one perspective, evaluate risk with each perspective, and develop solutions based on risk
Ability to manage multiple projects simultaneously
Ability to identify potential issues at the design level and facilitate discussions with staff and consultants to recommend, determine, and implement effective resolutions
Ability to manage consultant contracts, including scope, negotiation, budget, invoicing, and tracking
Demonstrated ability to maintain effective relationships with internal Port/NWSA customers, partners, and stakeholders, as well as local, state, and federal agencies
Ability to demonstrate some creativity, foresight, and mature judgment in managing major projects and programs with complex features
Ability to use engineering techniques in the modification or extension of theories and practices of sciences and disciplines to evaluate existing infrastructure equipment and systems and determine requirements for renewal/replacement/expansion and future maintenance practices
Ability to quickly learn Port/NWSA operations and to understand inter-departmental work, staff, and functionality
Ability to assess and prioritize multiple tasks, projects, and demands

Preferred experience in the Port and/or Maritime industry in the design and project management of marine facilities including cargo terminals, docks, piers, wharfs, bulk cargo terminals and marine structures
