Business Process/Operations Engineer
Brandes Associates Inc. is a defense contractor seeking a Test and Evaluation oriented Cost Engineer with significant experience to support business process development. The role focuses on establishing cost rates, developing cost models, and managing financial planning while interfacing with various program offices to meet testing requirements.

Responsibilities
Establish fully burdened cost rates for range capabilities, instrumentation, and support services
Develop cost models that capture direct costs (labor, materials, range time) and indirect costs (facilities, maintenance, overhead)
Create standardized pricing structures for different test event types
Ensure pricing covers cost recovery while remaining competitive and technologically relevant
Structure reimbursable agreements that fund both immediate test services AND capability sustainment/improvements
Develop business cases showing how external funding supports capability maintenance and modernization
Track cost performance against reimbursable work
Forecast revenue streams from planned test events
Work with Systems Under Test (SUT) program offices to scope test requirements
Translate technical test needs into cost estimates and funding requirements
Support the negotiation of terms for reimbursable test support agreements
Analyze which capability improvements can be funded through reimbursable work
Assess affordability of maintaining/upgrading instrumentation packages and test platforms
Support ROI analysis for capability investments
Qualification
Required
Minimum of 8 years' of experience in cost engineering, financial analysis, or a related field, preferably within a government contracting environment or defense sector
Experience in cost modeling, financial planning, and pricing strategy development for complex technical projects
Ability to analyze complex financial data and create accurate and detailed cost estimates
Experience in managing multiple projects simultaneously and meeting deadlines
Advanced skills in Microsoft Excel and competence with other financial modeling applications
Knowledge of Earned Value Management (EVM)
Familiarity with DoD pricing regulations, FAR, and DFARS
Ability to clearly present cost estimates and financial proposals to stakeholders at various levels
Capability to collaborate with SUT program offices, negotiate terms, and manage client expectations effectively
Degree BA or BS in Engineering or related field
Applicant must have an active DoD SECRET Clearance
The applicant must have US citizenship at the time of application
Preferred
Experience with Department of Defense (DoD) projects, especially those involving electronic warfare systems, would be highly advantageous
Certified Cost Estimator/Analyst (CCEA) or similar certification is preferred
DAWIA (DoD) Certifications: Program Management, Engineering (SPRDE), Test & Evaluation, Financial Management
