Responsibilities

Serve in the capacity of DCLO, the incumbent is primarily responsible for providing supervision, guidance, advice, coordination and integration to the Facility Chief Supply Chain Officers and their staff at each facility and serving as the subject matter expert for Supply Chain operations for the VISN 17 Network Office including: Integration of numerous activities and functions into an efficient and effective supply chain support program i.e., acquisition requirements for inventory and distribution supply chain, equipment and maintenance and property disposal, assisting VISN 17 and the field facilities in the areas of supply processing and distribution, inventory management, warehousing, property management and disposal, acquisition, emergency management, automation and technology refresh and the overall Supply Chain applicable to VA operations
Serve as the central point of contact for VISN 17 Supply Chain activities and monitoring, overseeing and/or resolving difficult problems in supply chain management support operations at the VISN 17 and VA medical centers, providing guidance to the facility Supply Chain Managers concerning the standardization of business processes and practices and reporting requirements, compliance with Supply Chain rules and regulations and VISN 17 activities including providing personally developed instructional materials or issuing procedural guides and other mechanisms that best accomplishes the need
Provide leadership on acquisitions required to establish and implement national, regional, and VISN 17 goals and objectives including providing statistical analysis, contract workload projections and reporting on the successes and improvement efforts
Serve as the senior advisor for developing the most efficient and effective organizational Supply Chain structure and implementing ways to enhance production, promote team building and improve business practices
Participate in VHA task forces, management studies and represents the VHA on interagency work groups that address supply chain changes or improvements as well as writing/rewriting of policies and procedures, including the designing, developing and/or coordinating qualitative and quantitative measurement criteria to evaluate the effectiveness of programs or operations for meeting agency goals and objectives
Evaluate VISN 17's overall supply program effectiveness for critical equipment or major classes of material and develops, recommends and evaluates functional specifications for control systems to support a variety of supply management functions
Design and/or develop report formats to provide supply management information, translates new supply program requirements or business practices into specifications for standard agency supply information reports, assures that very complex, integrated supply system requirements are reflected in report specifications, and performs specialized supply functions and related activities to carry out VISN 17 supply operations
Perform analytical work to manage, regulate, and coordinate or otherwise exercise control over supplies and equipment and using an in-depth knowledge of complex supply relationships, analyzes the effectiveness of various options proposed to provide supply support for critical and complex agency missions, a category of technical material or similar supply program
Prepare recommendations for procurement of high cost high tech equipment including providing oversight and collaborating with VISN 17 Equipment Subcommittee members and VISN 17 Chief Financial Officer during the review process of this equipment
Conduct site visits as requested by field facilities and/or as needed to respond to, identify and/or recommend improvements to operations, analyze inventory methods and provide on-site training
Provide guidance, advice, and supervision to Supply Chain officers at each facility in the Network
Direct and coordinates projects for VISN wide projects, initiatives, and contracts
Set performance standards for direct reports
Participate in the selection process of VISN and facility level staff affecting the Supply Chain programs
Hear and resolve group grievances or serious employee complaints
Review and approve disciplinary actions
Make decisions on nonroutine, costly, or controversial training needs and training requests
Determine whether contractor performed work meets standards of adequacy necessary for authorization of payment
Approve expenses comparable to within-grade increases, extensive overtime, and employee travel
Find and implementing ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, or improve business practices

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization
Provide expert knowledge of supply chain management policies, practices, tools and operations
Serve as senior level advisor to provide expert level technical advice and guidance to all organizational logistics personnel pertaining to logistics
Identify and/or recommend improvements to operations, analyzing inventory methods and provide on-site training
Monitor, oversee and resolve difficult problems in supply chain management support operations
