Foreign Military Sales (FMS) Specialist

Astrion is looking for a Foreign Military Sales (FMS) Specialist to work on-site in Huntsville, Alabama supporting their Fixed Wing office. The role involves managing complex FMS projects, developing program requirements, and coordinating with various stakeholders to ensure timely delivery of capabilities to foreign customers.

Responsibilities

Serves as Program Integrator working with SAMD, USASAC, and DSCA supporting prospective foreign customers and respective country Security Cooperation Organization (SCO) to define needs and requirements, propose solutions, and coordinate project status
Responsible for assisting in the development of program requirements for an FMS case
Assist Assistant Program Manager (APM) in development of Letters of Offer and Acceptance (LOA), Price and Availability (P&A) and Rough Order of Magnitude (ROM) estimates
Provide Price and Availability (P&A)
Responds to Letters of Request (LOR) for development of Letters of Offer and Acceptance (LOA)
Development of contract strategies to meet FMS Customers request
Develop short-, mid- and long-term program strategies that aligned with the vision of Senior leadership to ensure all required capabilities were delivered on time to meet FMS Customers requirements
Assist SAMD, USASAC, DSCA, and SCO in determining each country's unique requirements for equipment, software, system interfaces, technical assistance, contractor training, and documentation based on knowledge of system configuration and technical characteristics
Prepare/request amendments and modifications as well as maintaining a working knowledge of the requirements for a Total Package Approach (TPA) for case development requirements
Monitoring of Case Funding and expenditures
Attends and assist the program office at program presentations and program management reviews to foreign government representatives in CONUS and OCONUS
Coordinate directly with Major COCOM’s
Coordinate with PEO HQ Department of the Army G3/5/7, G4, G8, DASC, ASA (ALT), AMCOM, PEO C3T, and PEO, Aviation /Congressional staff members to develop consolidated briefings
Brief APM and Senior Management on high visibility taskers including major program changes, Engineering Change Proposals (ECP), Program Office Estimates (POE), Acquisition and Supportability Strategies, and Acquisition Program Baselines (APB)
Provided Information Papers in response to inquiries from Congressional staffers and Senior Military (4 star Level) Officers on program long term strategies and funding challenges
Coordinate with Army Contracting Command Redstone in the development and execution of Contracts and/or Delivery Orders/Task Orders
Familiarization with Acquisition approaches (Traditional, Other Transaction Authority (OTA), Middle Tier of Acquisition (MTA), Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award (MA)/IDIQ, etc.)
Development of program documentation Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, memorandums, creating program schedules, tracking program status, evaluating operational and technical alternatives, performing risk assessment and managing integrated product teams
Establish and conduct continual programs review and analysis to identify problems, necessary resource adjustments, and/ or program schedule revision
Attend contract reviews to assist APMs in conducting cost estimating and monitoring of program/initiative outcomes
Responsible for all aspects of program/project management (i.e., planning, scope, schedules, budgets/cost, performance and risks. performance-based analyses
Coordinates program management reviews and approvals with functional leads on all program requirements (i.e., Test Evaluation Master Plan (TEMP), System Engineering Plan (SEP), Product Item Descriptions (PID’s), Technical Readiness Assessment (TRA), Integrated Master Schedule (IMS), Statement of Work (SOW), Contract Requirements Package (CRP) and Technical Data Packages (TDP’S) for multiple FMS customers
Development and monitoring of Integrated Master Schedules to assure execution within the cost, schedule, and performance baselines. Utilizing program management tools (e.g., MS Excel, MS Project) to assist with planning, documenting, executing, and reporting
Conduct/Attend all Program Management reviews

Required

Must have an active and transferable DoD security clearance with current investigation at the required level. Secret level minimum
Minimum of 15 years' hands-on experience working on FMS projects
Ability to travel CONUS/OCONUS in performance of FMS work. Current passport required
Understanding of and ability to perform travel and technical assistance estimates that result in the estimated ‘Manpower and Travel Data Report' LOA input
Understanding of and ability to compile data for FMS Price, Availability and Serviceability Data Sheets
Development of Statements of Work (SOWs)
Development of Integrated Master Schedules
Have a working knowledge of the International Traffic in Arms Regulation (ITAR) other regulations and policies that apply to FMS cases
Build strong working relationships with FW PO management, support organizations, stakeholders, and peers through timely, consistent, transparent, and effective communication
Plan, organize, and manage complex FMS projects simultaneously while providing innovative and executable options to resolve challenging programmatic issues
Utilize all available program management tools, spreadsheets, databases and the Microsoft Office Suite to efficiently manage and clearly communicate FMS programmatic status
Remain responsive and flexible to organizational and program changes
Strong oral and written communication skills
Familiarity with DoD acquisition processes, policies, and regulations
Strong analytical and problem-solving skills
Excellent communication and interpersonal skills

Completion of Defense Institute of Security Assistance Management (DISAM) on-line coursework e.g. International Programs Security Requirements Course (IPSR-OL)
Defense Security Cooperation University (DSCU) Case Life Cycle Management course
Army Security Assistance Enterprise (ASAE) Instructor Led Training (ILT)
DAWIA Program Management and/or Project Management Professional (PMP) certification
