Responsibilities

Leads the Demand Planning (S&OP) process to create a master schedule and material requirement plan (MRP) that optimizes workflow and supports critical program milestones
Manages the supply chain cost center; develops and monitors key KPIs (e.g., PPV, Inventory Turns, Supplier Quality & Delivery (SQD), Counterfeit Prevention status) to track performance and drive corrective actions
Leads all strategic sourcing and procurement activities, including supplier evaluation/certification, price negotiation, risk mitigation, and ensuring full compliance with government procurement regulations (ITAR, FAR, DFARS)
Manages all supplier flow-down requirements, ensuring contractual and quality clauses are passed correctly to all sub-tier suppliers
Oversees supplier quality, partnering with Quality Assurance to manage supplier corrective actions (SCARs) and AS9102 First Article Inspection (FAI) approvals
Designs and optimizes the inventory strategy, including setting Min/Max levels, managing E&O (Excess & Obsolete) reduction, ensuring full material traceability, and improving stock room layout and material flow
Develops and enforces material management policies to achieve inventory control objectives, including lot-level traceability, cycle counting, and prevention of co-mingling
Leads and develops the supply chain team (purchasing, planning, stockroom), conducting performance reviews, setting goals, and providing career development, mentoring, and succession planning
Audits and ensures all supply chain and procurement processes are compliant with AS9100, ISO9001, and ITAR standards
Coordinates with divisional and corporate materials teams to drive strategic initiatives, including Long-Term Agreements (LTAs), supplier-managed inventory (VMI), and consolidated purchasing agreements
Partners cross-functionally with management, production, engineering, program management, and quality assurance to ensure supply chain strategies align with all business and program objectives
Leads and promotes Continuous Improvement events (Kaizen) focused on supply chain optimization, waste reduction, and logistics
Champions the Winchester ACE culture, setting clear goals and expectations for the supply chain organization and holding the team accountable

Required

Bachelor's degree in Supply Chain Management, Engineering, Business Administration, or a related technical discipline
Minimum of 5 years of progressive supply chain experience (strategic sourcing, planning, inventory control) within the aerospace & defense, or a similar high-reliability (e.g., medical, space) manufacturing environment
Demonstrated experience with government procurement regulations, including FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement)
Deep knowledge of and direct experience with Import/Export (ITAR/EAR) regulations and trade compliance in a defense contracting environment
Proven experience working within and managing supply chain functions for an AS9100 and ISO9001 certified Quality Management System
Strong experience in aerospace & defense supplier management, including supplier quality assurance, risk mitigation, scorecards, and counterfeit part prevention (e.g., AS5553)
Strong communication and organizational skills to effectively partner with process, manufacturing, and design engineering functions
Excellent written and verbal communication with the ability to share knowledge at all levels of the organization

Preferred

APICS (CSCP, CPIM) or ISM (CPSM) certification is strongly preferred
