Responsibilities
Leading in the creation, production, and finalization of regulations of Title IV student aid programs, including the production of all related deliverables
Developing, analyzing, and evaluating new or modified program/management policies, regulations, goals, and objectives
Directing and developing plans for project teams/groups to address the numerous key Title IV eligibility issue areas
Strengthening a comprehensive understanding of applicable statues, regulations, policies, procedures, and historical precedents governing Title IV programs
Analyzing, editing, and revising publications for public dissemination to ensure consistency with regulations, policies, goals, and objectives
Qualification
Required
Must be a US Citizen
Males 18 and over must be registered with the Selective Service
Must Complete a Background Investigation and Fingerprint check
You must meet all qualification requirements within 30 days of the closing date of this vacancy announcement
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments: Experience analyzing Title IV federal student aid program regulations, specifically the Federal student loan programs, or student loan programs experience with regulations impacted by Federal student loan program changes to facilitate policy development
Experience developing written Title IV federal student aid programs related to federal student loan programs (ie., Health Education Assistance Loan (HEAL), Perkins, Federal Family Education Loan (FFEL), Direct Loans, or Parent Loan for Undergraduate Students (PLUS), Consolidation, or Federal student loan program changes) information to provide guidance to internal and external stakeholders
Experience communicating policies, regulations, or statutes related to Title IV student aid programs, specifically federal student loan programs, including negotiating techniques and/or making presentations
Knowledge of administrative laws, policies, regulations, and precedents applicable to administration of important programs
Knowledge in the application of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or improvement of management processes and systems
Ability to plan organize and direct team study work and the ability to analyze interrelated issues
Knowledge of program goals and objectives on the timing of key program events and the methods of evaluating accomplishments
Skill to communicate in a clear and concise matter in both written materials and oral presentations
