Director, Capital Program Management - Administrative Engineer M4

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers. They are seeking a Director of Capital Program Management to lead a team of engineers in the development and improvement of major operational functions within the Bureau’s Division of Capital Program Management.

Environmental Services

Responsibilities

Overseeing the build-out of the City’s water and sewer system in accordance with the drainage plan and trunk main master plan, as well as the reconstruction and replacement of defective sewers and aged water mains in accordance with DEP’s standards and requirements
Lead and overseeing the Bureau’s strategic planning (Capital Improvement Plan) and the development of the City’s Tunnel Master Plan, and NYC Stormwater Master Plan
Oversee the Capital Budget Planning with support of the Bureau’s 4 and 10-year capital exercises with the Agency’s Capital Planning milestones (September, January and April/Exec)
Overseeing the planning and coordinating of the development and progress of capital and expense work involving the Bureau’s Non-Linear assets. Non-Linear BWSO assets include all in-city reservoirs and dam facilities, water (surface and ground water) treatment facilities, City Tunnels and associated shafts, in-city aqueducts, drinking water pump stations, operational garages, various office facilities and other miscellaneous structures
Overseeing the development, tracking and progress of capital work associated with the South East Queens Flooding Mitigation Plan, a detailed and highly sequenced design and construction plan that ensures water and sewer infrastructure is delivered in a timely, efficient, and cost effective manner
The review, approval, and adoption of New York City capital water and sewer programs, as well as the preparation of detailed recommendations and highly technical materials related to capital projects
Representing the Bureau of Water & Sewer Operations at all stakeholder meetings related to Capital Program Management issues, leading the discussions and coordinating the attendance of all appropriate personnel for providing clear, transparent communication with the stakeholders aimed at ensuring that all deliverables are met
Appropriately identify priorities and potential project roadblocks, including major improvements or modifications in ongoing Agency and Bureau missions; Briefing the Deputy Commissioner periodically on work progress and key projects
Overseeing the planning, design, and supervision of construction for close-out or widely varied Task Orders including: roof replacements, pump replacements, electrical equipment replacements, gas line installations, backup generator installations, chemical tank replacements, performance of Inflow and Infiltration (I/I) studies, re-pavement of driveways and any other items identified as necessary by operations

Required

A valid New York State License as a Professional Engineer
six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work
at least two (2) years of which must have been in an executive, managerial, or administrative capacity

Preferred

Expert knowledge of the operation of large municipal water systems
Thorough knowledge in financial and budgeting operations, particularly with regard to a large municipal environment
The knowledge of the mechanics of finance, fiscal appropriations and budgeting and their relationship to local, city, county, state and federal governments
Thorough knowledge of important capital projects work of major scope and having great community impact, involving programs of extraordinary size and capital costs
Excellent management skills including planning, coordinating, problem solving and supervising staff
Ability to prioritize, work effectively under pressure, meet competing deadlines
Excellent verbal and writing skills
Working cooperatively with other departments, Government Agencies, elected officials, and the general public
