International Trade Compliance Specialist

Garmin is seeking a full-time International Trade Compliance Specialist to ensure compliance with governmental laws and regulations regarding import and export activities. The role involves developing policies, providing guidance on compliance matters, and overseeing supply chain security initiatives.

Responsibilities

Develop and implement policies and procedures compliant with import, export and supply chain security laws and regulations
For exports, determine export classification (ECCN), jurisdiction, licensing end use and licensing requirements (if applicable) based upon the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR) and U.S. Customs Regulations (CBP) (if license in required, manage application for license and track and audit usage)
For imports, determine the classification of products using (a) the Harmonized Tariff Schedule of the United States (HTSUS) according to General Rules of Interpretation (GRI’s), (b) Binding Rulings, (c) Explanatory Notes, (d) Informed Compliance Publications, (e) Reasonable Care Guides, and (f) other established Customs information. Administer, monitor, and document export control screening (Denied Party List Screening) and clearance of any resulting red flags globally (Tier 1-2-3 resolutions)
Prepare and submit official Commodity Classification (export) and binding ruling (import) requests, as required
Provide day-to-day import, export controls and supply chain security guidance to internal customers and respond to inquiries regarding HTS and Schedule B classification, ECCN classifications, documentation requirements, or other import and export regulations to ensure timely clearance
Develop, document and implement customized import, export controls and supply chain security compliance training programs for internal and external stakeholders and communicate formal guidance regarding the requirements and interpretation of import, export and supply chain security regulations and implement such requirements
Publish, regularly update and distribute global import, export controls and supply chain security policy and procedure manuals
Support supply chain security initiatives to attain certification and validation of global initiatives (C-TPAT, AEO, PIP)
Design tools and performance reports to provide awareness and measure effectiveness of import, export controls and supply chain security compliance programs
Identify, recommend and implement import and export compliance and operational synergies to reduce cost and regulatory risk
Lead regular and periodic compliance reviews and assessments (internal & external) of corporate import, export and supply chain security activities
Provide oversight of third party providers, focusing on compliance with meeting agreed to service and compliance levels (E.g. freight forwarders, customs brokers, etc.) and develop, create or obtain all necessary performance metric reports
Maintain import, export controls and supply chain security compliance records in accordance with governmental regulations
Ensure the proper and timely filing of all post entry reconciliation including voluntary tenders, protests, or Supplemental Information Letter’s (SIL)
Attend seminars, meetings, and read journals and other industry publication to maintain knowledge of specialized information and identify any regulation or industry changes affecting the business

Required

Bachelor's Degree in Business Administration, Management, Operations, Supply Chain, or Engineering AND a minimum of 5 years of relevant work experience
Demonstrates comprehensive knowledge and experience with Export Administration Regulations (EAR) and Customs and Border Protection (CBP)
Demonstrates comprehensive knowledge and experience in import or export compliance policies and audit procedures
Excellent communication skills (verbal, written, presentation) with ability to implement and conduct training programs
Must demonstrate effective and strong verbal and written communication skills
Must be team-oriented, possess a positive attitude and work well with others
Must demonstrate a high level of interpersonal and communication skills to work across functional and organizational lines
Must be detail oriented and possess the ability to prioritize, organize and multi-task in a flexible, fast paced and challenging environment to effectively meet deadlines
Must be motivated, detail-oriented and have the ability to work proactively and effectively with minimal supervision
Self-starter with the ability to meet or exceed deadlines, prioritize, multi-task and maintain flexibility in fast-paced, changing environment with the ability to work independently on multiple tasks
Demonstrated proficiency in Microsoft Office Software (Outlook, Word and Excel) and basic knowledge of Access
