Associate Civil Engineer, Water Resources

Talisman Advisory Partners is seeking a motivated Associate Civil Engineer specializing in Water Resources. In this role, you will gain hands-on experience in municipal permitting and infrastructure design while collaborating with city officials and project teams to shape sustainable community projects.

Responsibilities

Reviewing permit applications and engineering drawings related to telecommunications infrastructure such as fiber, wireless facilities, and distributed systems
Evaluating private development submissions for encroachments into the public right-of-way, including structures, utilities, and specialty installations
Assessing stormwater drainage, detention, and water quality plans for residential and commercial developments to ensure compliance with local and state standards
Coordinating with municipal departments, consultants, and developers to resolve design questions and ensure alignment with applicable codes and design criteria
Confirming the accuracy of GIS mapping data and documentation submitted by applicants
Providing feedback and guidance to applicants to support compliant project submissions
Tracking and documenting plan review activities using designated municipal systems
Transitioning to our client’s Houston Water Resources group after the initial staff-augmentation assignment concludes

Qualification

Civil EngineeringWater ResourcesTexas EIT CertificationAutoCADGISMunicipal StandardsCommunication Skills

Required

Bachelor's degree in civil engineering or a related field
0–2+ years of experience in water resources or general civil engineering
Texas EIT certification, or the ability to obtain within six months
Strong written and verbal communication skills
Must be located in Houston and able to work onsite full-time
U.S. citizenship or permanent residency required

Preferred

Familiarity with AutoCAD, GIS, or plan review tools preferred
Understanding of municipal design standards or permitting processes is helpful
Master's degree a plus
