Responsibilities

Developing short- and long-term operational requirements to ensure critical mission needs are addressed
Reviewing long-range plans, identifying bottlenecks, conducting studies of organizational effectiveness, and recommending adjustments
Working directly affects USBP's national facilities portfolio through planning, designing, and programming of construction projects
Supervising a group responsible for requirements development, design reviews, and field liaison
Coordinating requirements development with field components and CBP project/program managers and analyzing facilities data to inform strategic planning

Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/18/2025
Your resume must explicitly indicate how you meet the requirement for specialized experience equivalent to at least the next lower grade level
Experience leading strategic facilities programs by developing operational requirements for facility designs, reviewing design submittals for operational sufficiency, and providing construction/project liaison
Experience managing planning and budget controls, monitoring progress against plans, identifying bottlenecks, and recommending workflow or resource adjustments
Experience serving as principal liaison to operational tenants and service providers while negotiating acceptance and implementation of recommendations affecting substantial resources
Experience supervising a multidisciplinary branch while enforcing security and safety directives and improving organizational effectiveness
