Senior Manager - Operations Services
NEOGOV is seeking a Senior Manager - Operations Services to oversee a branch or major court operations department within the Ventura Superior Court. This role involves managing administrative and operational functions, ensuring compliance with court rules, and developing policies to improve efficiency.

Responsibilities
Plans, organizes, controls, integrates, implements and evaluates the administrative and operational functions, goals and mission of a court unit consistent with the court's strategic goals and mission
Responsible for the development, preparation, and presentation of periodic and special branch or departmental reports and statements
Maintains an awareness of legislation and court mandates which impact court functions and reporting responsibilities
Evaluates, develops and implements policies and procedures to ensure compliance with court rules, policies and applicable laws
Reviews, monitors and evaluates the efficiency and effectiveness of assigned court operation unit(s); identifies problem areas; develops recommendations for solutions; and works to implement improvements to operations and procedures
Participates in preparing and implementing the unit's budget; reviews, approves and monitors budget expenditures
Provides direction in the selection, retention, development, training, and performance evaluation of the staff in the assigned area(s)
Participates in the development of the court's case management systems
Exercises tact and diplomacy in dealing with highly sensitive, complex and confidential issues, complaints and situations with broad effects on court policies and issues
Establishes and maintains effective working relationships with judicial officers, court employees, governmental agencies, members of the public and others encountered in the course of work
Participates in special court related projects
Qualification
Required
A combination of extensive administrative, supervision or management experience and education which has led to the acquisition of the required knowledge, skills and abilities to perform the duties of this classification
Eight (8) years of work experience at Ventura Superior Court, with two (2) years of the eight (8) as a Court Manager – Operations in Ventura Superior Court
Related college degree may be used to replace two years (2) of the overall work experience at Ventura Superior Court, plus three (3) years as Court Manager – Operations
Knowledge of court organization, ordinances, rules, policies, and procedures relating to the administration of one or more operational units
Knowledge of general functions and organization of the judicial system, including the various units of the court, areas of litigation and the roles and functions of other legal and law enforcement agencies
Knowledge of principles and practices of effective management and supervision
Knowledge of federal, state and local laws, regulations and court decisions applicable to areas of assigned responsibility
Knowledge of principles and practices of public administration, including budgeting, reporting and maintenance of public records
Knowledge of principles and practices of effective business communications
Ability to direct and plan the operations and functions of an assigned court unit
Ability to perform difficult and complex analyses and research, evaluate alternatives and develop sound conclusions and recommendations
Ability to understand, interpret, explain and apply local, state, and federal policy, laws and regulations applicable to areas of responsibility
Ability to evaluate work processes and recommend and implement improvements
Ability to present proposals and recommendations clearly, logically and persuasively
Ability to prepare, analyze, clear, concise and comprehensive correspondence, reports, studies and other written materials
Ability to use a personal computer and its peripherals including keyboard, mouse and monitor for extended periods of time
Ability to sit for extended periods of time
Ability to work in an environment that includes frequent interruptions and simultaneous attention to multiple tasks
Ability to grasp and/or manipulate files, binders, pieces of paper or small objects
Frequent hand, fingers and/or wrist motion
Ability to occasionally reach at or above shoulder level
Ability to communicate effectively, by phone or in person, to understand and/or convey detailed important information, instruction, and/or ideas
Minimal bending, stooping, squatting, twisting, or working on irregular surfaces
May require occasional movement throughout the courthouse and other court locations
Must be able to traverse indoors and outdoors, over uneven surfaces and pavement in all types of weather
