Evaluation Specialist, Bureau of Children, Youth, Families & Developmental Disabilities

The City of New York is dedicated to improving public health services, and they are seeking an Evaluation Specialist for their Bureau of Children, Youth, Families & Developmental Disabilities. This role focuses on data management and analysis, stakeholder collaboration, and capacity building to enhance behavioral health services for families of young children and pregnant and parenting caregivers.

Responsibilities

Data Management and Analysis
Collaborate with the Program Data Manager, P+ECMH Network Providers and IT to support data collection through the Maven or other data systems
Ensure clean and accurate data sets for analysis and reporting by reviewing provider submitted data
Perform statistical analyses of mental health treatment, family peer support data and consultation data
Develop, review and update SAS code to analyze data
Create internal and external data reports with visualizations
Support the program evaluation of the P+ECMH Network
Collaborate with the Data and Program Coordinator in reviewing mental health consultation data and training center reports
Use data to identify areas for quality improvement and inform technical assistance provided to contracted providers
Participate in annual site visits to review data submissions and program performance
Support the Director and team in overseeing the performance of contracted providers
Attend meetings and trainings as requested
Maintain clear documentation across data submissions and shared drives

Required

A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health
A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization
A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization
Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in '2' above
Two years as a City Research Scientist Level I can be substituted for the experience required in '1' and '2' above

Preferred

Experience working with data analysis tools (e.g. SAS)
Experience with data cleaning and manipulation
Proficiency in creating data visualizations
Strong understanding of research methods and statistical analysis
Excellent written and verbal communication skills
Outstanding organizational skills and abilities to handle multiple priorities on tight deadlines
Experience incorporating racial equity and social justice principles into their work and demonstrated commitment to supporting communities who have experienced systemic oppression and bias
Strong sense of teamwork and the ability to function effectively both independently and as part of a multi-stakeholder team
Familiarity with mental health programs and/or perinatal/early childhood mental health is a plus
