Senior Financial Operations Specialist
Concurrent Technologies Corporation is seeking a Senior Financial Operations Specialist to provide expert analytical and advisory support to the Office of the Secretary of Defense for Personnel and Readiness. This role focuses on advancing financial management initiatives and optimizing financial operations to support national security objectives.

Responsibilities
Provide advanced financial data analytics, program analysis, and decision support expertise to the Office of the Secretary of Defense (OSD) for Personnel and Readiness
Support financial management and policy development initiatives to advance national security priorities
Conduct Planning, Programming, Budgeting, and Execution (PPBE) analysis and management, including obligation and execution trends, forecasting, change projections, and issue analysis
Develop new resources and products to address critical issues and enhance management strategies
Monitor and track financial metrics to quickly identify and characterize deviations from plans, formulate alternatives, and guide decisions
Provide programmatic analysis and recommendations for policy updates, including instructions, directives, and memoranda
Support the establishment of governance frameworks and strategies for financial management
Draft recommendations for periodic updates and reporting
Identify and track emerging issues and trends related to financial management and PPBE analytics
Provide timely research, analysis, recommendations, and outreach to align with Department priorities
Engage with OSD Functional Communities (FC), other DoD offices, and external stakeholders to gather subject matter expertise and insights
Broaden internal partnerships and establish new collaborations to enhance financial management initiatives
Qualification
Required
Bachelor's degree in a relevant field of study (Business, Accounting, etc.)
Eight (8) or more years of experience in Financial Operations with applications in the following functional areas:
Enterprise-wide resource management and Program/Budget formulation for P&R or other federal agencies
Supporting the development and oversight of policies and programs to ensure the readiness of military or civilian federal personnel
Development and oversight of policies and programs related to talent management of military and civilian workforces
Programs for military or civilian members, retirees and/or survivors for P&R or other federal agencies
Medically-related readiness for DoD or other federal agency policies, programs, and activities
Sexual Assault Prevention, deterrence of drug abuse/misuse, suicide prevention
Financial Management and Oracle system expertise and agile development of Enterprise Resource Planning (ERP) solutions
Strong oral and written communication skills, with the ability to produce high-quality materials under tight deadlines
Ability to work collaboratively in a fast-paced environment and communicate effectively with senior leaders
Preferred
Certified Defense Financial Manager (CDFM) or related certification/license preferred
Experience dealing with Technical Direction Letters (TDLs), Multi-Tenant and/or Cost type contracting
Experience working with DoD or other federal agencies in workforce analytics or financial management
Familiarity with DoD policies, directives, and governance frameworks
Strong communication and presentation skills to convey complex data insights to senior leaders
Ability to work collaboratively with diverse stakeholders across government and contractor teams
