Airport Operation Duty Manager
The City of Colorado Springs is seeking an Airport Operation Duty Manager to ensure the safe, secure, and efficient operation of the Colorado Springs Airport. This role involves coordinating with various stakeholders, overseeing daily operations, managing emergency responses, and ensuring regulatory compliance.

Responsibilities
Serve as the senior airport operations representative during assigned shifts, acting as the primary point of contact for airport stakeholders, airlines, and tenants. Coordinate aircraft parking and gate usage to optimize operational efficiency
Monitor the airfield, terminal, and landside operations to ensure compliance with FAA regulations, TSA security requirements, and airport rules
Conduct regular airfield and facility inspections; identify, document, and coordinate correction of deficiencies related to Part 139, safety, and security
Respond to operational incidents, irregular operations (IROPS), and emergencies, coordinating resources and communications as needed
Issue, disseminate, and cancel NOTAMs and coordinate airfield surface closures or restrictions with FAA Air Traffic Control
Oversee snow and ice control activities, ensuring effective deployment of equipment and staff during winter weather events
Manage and resolve tenant, airline, and passenger concerns in real time to minimize disruptions
Serve in an incident command role during emergencies, implementing NIMS/ICS protocols
Coordinate airport emergency operations with FAA, TSA, military personnel, tenants, and Aircraft Rescue and Firefighting (ARFF) staff
Investigate and respond to security violations in accordance with the Airport Security Plan
Participate in developing and revising security and operations procedures
Develop, implement, and conduct training programs to ensure regulatory compliance with FAA and TSA requirements
Write, review, and update manuals and standard operating procedures related to airport operations
Support training and mentoring of Operations Agents staff, ensuring consistency in procedures and compliance
Oversee work quality, training, instruction, and scheduling to ensure operational excellence
Qualification
Required
Equivalent to completion of the twelfth grade (high school diploma or GED)
Five years of full-time, professional experience in airport operations, airport management, or a related field
Possess, or obtain upon hire and maintain, a valid, non-probationary Colorado driver's license not subject to restrictions
In-depth knowledge of airport operations, airfield maintenance, and regulatory compliance under 14 CFR Part 139 and 49 CRF Part 1542
Strong understanding of aviation program development, emergency response protocols, and operational safety standards
Effective communication skills, with the ability to prepare reports, manuals, and training materials
Proven ability to exercise sound judgment and make critical decisions during high-pressure situations
Ability to build strong working relationships with diverse stakeholders, including regulatory agencies, tenants, and the traveling public
Proficiency with standard office software (e.g., Microsoft Office) and familiarity with radio communication protocols, phonetic alphabet, and aviation terminology
Ability to obtain and maintain airfield driving privileges (movement and non-movement areas)
Preferred
Bachelor's Degree in Aviation Management, Flight Operations, Emergency Management, or a related field
Five years or more of experience in airport operations at a Part 139 certificated airport, including supervisory or leadership responsibility
Professional certifications such as AAAE ACE (Operations, Safety Management Systems, or Security), AAAE Certified Member (C.M.)
Completion of FEMA/NIMS ICS training (ICS 100, 200, 300, 700, 800) or equivalent emergency management coursework
Experience responding to operational emergencies, including aircraft incidents, severe weather, terminal evacuations, or IROPS
Experience in crisis management, decision-making under pressure, and multi-agency coordination
