Public Utilities Specialist

The Bonneville Power Administration (BPA) is seeking a Public Utilities Specialist to serve as a technical authority and lead in the Technology Innovation Office. Responsibilities

Serve as technical authority and lead responsible for planning, leading and carrying out complex projects
Provide short and long-range planning for building a research agenda that will identify technologies that align with the overall BPA strategy to delivery safe and reliable power
Provide technical leadership, direction and guidance for all technical and procedural aspects of establishing a R&D portfolio
Represent Technology Innovation and BPA as a technical expert in interagency, intra-agency and industry committees and working groups for resolving critical problems in requirements and performance
Perform a full range of project management activities
Monitor contractor performance and provides oversight of contractor activities to assure contractors are executing the project plans on time, within budget, and with satisfactory quality

Required

You must be a United States Citizen

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service
Specialized Experience is defined as: 1) Managing and leading complex research and development projects involving emerging technologies or systems to improve power delivery or technical operations; 2) Providing expert technical advice and policy guidance to executives and subject matter experts on research planning and innovation strategies; 3) Applying research management and evaluation methods to plan, design, and deliver projects aligned with organizational objectives
