HUMAN RESOURCES SPECIALIST(EMPLOYEE RELATIONS/PLACEMENT)
USAJOBS is seeking a Human Resources Specialist (Employee Relations/Placement) at Little Rock AFB. The primary purpose of this position is to serve in a developmental capacity, performing a wide range of HR duties including employee relations, staffing, placement, and performance management.

Responsibilities
Performs developmental assignments
Performs recurring assignments
Carries out special projects and participates in special initiatives and studies
Prepares written correspondence and other documentation
Provides employee relations assistance for assigned organizations characterized by a wide range of occupations
Serves as the primary point of contact for a range of staffing, placement, and position management responsibilities
Provides consultation and assistance on conduct-related issues
Serves as the HR focal point for one or more employee relations programs
Prepares written correspondence and other documentation
Qualification
Required
U.S. Citizenship Required
Males must be registered for Selective Service
Must be able to obtain and maintain a Secret Clearance
At least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems for GS-09
Knowledge of the principles, concepts, and theories of human resources specialist
Knowledge of analysis, evaluation, fact-finding, and investigative techniques
Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence
At least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems for GS-11
Knowledge of a wide range of HR concepts, practices, laws, regulations, policies, and precedents
Knowledge of the laws, executive orders, regulations, policies, and concepts pertaining to personnel management
Knowledge of analytical, evaluative, and diagnostic methods and techniques
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education
If using education to qualify, must submit transcripts
If position has a positive degree requirement, transcripts must be verified prior to appointment
Preferred
Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position
Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position
