Program Manager, Trade Compliance

Responsibilities
Develop, implement, and manage global trade compliance programs, policies, and procedures to ensure adherence to U.S. and international trade laws (e.g., EAR, ITAR, OFAC, customs regulations)
Develop and implement a bonded storage strategy to optimize duty deferral, improve inventory control, and ensure compliance with customs regulations for goods stored in bonded warehouses
Monitor and interpret changes in trade regulations and assess their impact on the business. Ensure timely updates to internal policies and training materials
Collaborate with internal stakeholders (Legal, Supply Chain Management, Delta Logistics Control Center) to integrate compliance requirements into business processes
Conduct trade compliance risk assessments and audits. Identify gaps and implement corrective actions to mitigate compliance risks
Oversee the execution of export/import documentation, classification of goods (HTS, ECCN), and maintenance of accurate trade documentation
Support the implementation and optimization of trade compliance tools and systems (e.g., SAP, TMS, GTS)
Design and manage a duty drawback program to recover eligible duties, taxes, and fees on imported goods that are subsequently exported or destroyed, ensuring full compliance with customs regulations and maximizing financial recovery
Liaise with customs brokers, freight forwarders, and government agencies to ensure smooth and compliant trade operations
Qualification
Required
Bachelor's degree or equivalent experience
Minimum of 3 years of relevant experience
Strong leadership and communication skills
Consistently prioritizes safety and security of self, others, and personal data
Embraces diverse people, thinking, and styles
Possesses a high school diploma, GED, or high school equivalency
Is at least 18 years of age and has authorization to work in the United States
Preferred
Master's degree in Supply Chain or Logistics
Relevant certifications
Proficiency in SAP, Tableau, TMS, and Zendesk
Customs broker license strongly preferred
