Responsibilities

Perform analytical, technical, and administrative duties of budget formulation and justification, presentation, and execution
Serve as the primary analyst regarding resource management
Perform program analysis, including planning, programming, budgeting, funds allocation, accounts management, internal controls and reporting
Provide fiscal and budgetary policy, and regulatory guidelines for the directorate
Accomplish the full spectrum of budget functions in support of state and federal operations, training, readiness missions, natural disasters, and Homeland Defense/ Defense Support of Civil Authorities (HLD/DSCA)
Execute budget and analyze unexpected changes and gaps in program plans and funding
Review expenditure of HRO, G1 and Wellness Division appropriations, re-imbursement allocations and transfer of funds
Exercise technical authority and control in approving or disapproving funding requests based on fiscal law, regulation, or policy
Review funding documents for assigned appropriations and allocate appropriated funds to individual activities/functional areas
Review, edit, and consolidate annual and multi-year budget estimates for assigned organizations and programs into a consolidated budget request
Prepare or edit narrative justification and projected funding needs, ensuring accurate documentation in various forms, schedules, and reports
Perform program analysis of actual expenditures compared to planned utilization of annual budget and/or allotment authority, evaluate fund availability, and determine reprogramming actions
Identify trends and patterns, recommend improvements in fund utilization, and suggest alternative funding approaches
Evaluate the effect of cost and programmatic changes on the budget execution process and adjust fund allocations as required
Verify, enter, and adjust budgetary data in various forms, schedules, and reports
Provide analytical guidance for year-end close out to ensure proper, legal, and full utilization of funds
Provide financial advice, interpretation, and guidance on budget-related matters, including types of funding available, budgetary changes, and year-end closeout procedures
Present effective analyses of financial management information regarding the expenditure of appropriated funds utilizing federal operating systems
Prepare information for and document results of quarterly PBAC meetings and conduct briefings for monthly financial management meetings with the Program Director
Conduct funds reconciliations with the USPFO and review the Defense Travel System (DTS) for the HRO

Required

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement
Selectee will be required to wear the military uniform
Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment
Males born after 31 December 1959 must be registered for Selective Service
Federal employment suitability as determined by a background investigation
May be required to successfully complete a probationary period
Participation in direct deposit is mandatory
This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
Incumbent will be required to complete training in fiscal disciplines; Fiscal Law, Resource Management Information Course (RMIC), Contracting Officer Representative (COR), Automated Fund Control Order System (AFCOS)
Appointed as an approving authority for release and expenditure of logistics funds and a member of the Program Budget Advisory Committee (PBAC)
Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position
Financial Management Level 2 Certification or able to obtain within 1 year
Must be a current budget program analyst; full qualified
Compatible military grade and assignment required prior to the effective date of placement
Military Grades: E5 to E7
Selectee(s) must be within the military grade(s) listed in this job announcement prior to the effective date of placement into the technician position
Applicant(s) (Enlisted) who are over grade must clearly state, in their resumes, their intentions to willingly take a reduction in grade
GENERAL EXPERIENCE: Must have experience, education, or training involving skills in applying problem solving techniques; skills in communicating effectively both orally and in writing; ability to plan and organize work; knowledgeable and competent in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences; ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment
SPECIALIZED EXPERIENCE: Must have 12 months of specialized experience, education, or training equivalent to the next lower grade level (GS-09). Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures
Must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements
Must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures
Must have experience and knowledge of budgetary laws, Department of the Army (DA), NGB, and USPFO policies and regulations and the internal control programs to ensure that review coverage is appropriate to meet established objectives
Must have knowledge of the policies, goals, objectives, regulations, and guidelines of the budgeting program for the Army National Guard
