Deputy Director Acquisition
USAJOBS is seeking a Deputy Director of Acquisition for the U.S. Transportation Command (USTRANSCOM). This role involves providing executive direction and oversight of acquisition policy and strategy development to support national-level strategic mobility readiness programs.

Responsibilities
Providing executive direction requiring unusual managerial competence and expertise in the planning, coordination, control, and direction of contracting and program management functions throughout the Acquisition Directorate
Providing executive level coordination with USTRANSCOM component commands and OSW to resolve distribution and transportation acquisition related program and contracting issues
Maintaining a cognizance of new policies, reforms, and directives issued by higher authorities
Reviewing all critical actions to ensure effective and coordinated action in adherence to policy, coverage of law, adequacy of expression, and proper contractual interpretation
Proposing and establishing internal directives to ensure effective and efficient coordination of work efforts
Responsible for effective and economical management planning and evaluation; determines major functional activities that should be initiated, curtailed, or dropped
Advising all Directors, USTRANSCOM senior leadership, and higher officials of the impact of the changes on all contractual issues
Qualification
Required
An undergraduate degree is desired
A master's or advanced degree is highly desired
U.S. citizenship is required
Males must be registered for Selective Service
Mobility is a condition of employment and appointment for SES members will be required to sign a Reassignment Rights and Obligations Agreement
Selected candidate must file an Executive Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978
Position has been designated Special-Sensitive, and the selectee must have or be able to obtain a Top-Secret clearance
The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86
Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment
Position requires travel under conditions specified in the DoD Joint Travel Regulations
Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning
An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period
Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code
Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Eligibility will be based upon a clear showing the applicant has training, education, and experience of the scope and quality sufficient to effectively carry-out the duties of the position

Knowledge of management of large, complex technically oriented federal government acquisitions and sustainment activities, or equivalent commercial business
Experience in program management or contracting and other acquisition functions
Mastery of acquisition regulations and contracting principles
Knowledge of working capital as a funding source for Programs and Contract services
Acquisition workforce training and policy
Knowledge of the acquisition environment specifically addressing leadership in the following: Responding to relevant customer requirements (operational and user), Integrating activities/programs with Department of War or other federal agencies, Partnering with industry and/or academia, Change agent for acquisition reform
