LEAD HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS)

Responsibilities
Provides employee relations assistance to managers for assigned organizations of a complex nature
Team Leader over a group of GS-09 through GS-12, Human Resources Specialists
Provides consultation to senior management and supervisors on the procedural and legal requirements for correcting complex conduct problems and on issuing disciplinary and adverse actions
Independently serves as the HR focal point for one or more employee relations programs
Prepares written correspondence and other documentation, such as articles for publication in newsletters, briefings, reports, orientation materials for new employees, training courses for supervisors, policy letters, and comments on impact of new supplements/regulations/directives, local directives, and position papers
Qualification
Required
U.S. Citizenship is required
Males must be registered for Selective Service
Must be able to obtain and maintain a Secret security clearance
At least one (1) year of specialized experience at the next lower broadband NH-II, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service
In-depth knowledge of a wide range of employee relations concepts, case law, principles, practices, and regulatory requirements sufficient to perform detailed analyses
Knowledge and understanding of complex Federal HR management functions, theories, and techniques
Knowledge of in-depth legal research methods, information-gathering techniques, and analytical techniques
Knowledge of conflict resolution techniques sufficient to interact in highly charged, emotional situations
Skill in gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions
Ability to communicate with others, both orally and in writing, sufficient to formulate and present arguments and advisory opinions and prepare case documents
