Senior Buyer (Construction Industry)

United Integrated Services (USA) Corp. is a multidisciplinary engineering and construction company that provides integrated design-build services to clients in the high-technology industry. The Senior Buyer will be responsible for managing multimillion-dollar subcontracts and ensuring efficient contract deliveries within budget constraints, while also overseeing procurement processes within the construction industry.

Construction

Responsibilities

Work closely with the construction site team, supplier and subcontractors, reporting directly to the Director of Procurement
Develop and implement Sourcing Strategies
Manage the bidding process including, pre-bid/ proposal meetings, walk- thru(s), bid openings, bid tabulation, and bid reviews, bid recommendations and issue subcontract agreements
Gain a comprehensive understanding of revenue models, profit and loss (P/L) statements, and cost-to-completion projections to make informed decisions
Ensure continued contract compliance, material or labor contracts. Manage subcontractor contracts in adjunction with project manager
Familiarize yourself with contract pricing models and billing procedures
Effectively manage project budgets to ensure successful financial outcomes
Analyze project profitability, revenue, margins, bill rates, and utilization to identify areas for improvement and create forecast models
Work with construction teams, negotiate and settle back charges as applicable to ensure fair costs and charge to the subcontractors
Review plans, specifications, and contraction documents to ensure the correct equipment, material, and subcontractor services are ordered and/or purchased
Determine and negotiate contract terms and conditions, award supplier contracts or recommend contract awards
Deliver engaging, informative, and well-organized presentations and reports to various stakeholders
Conduct business reviews to discuss current spending, Key Performance Indicators, potential business opportunities, and market trends
Handle labor relation matters and communicate tactfully with labor union representatives and organized workforces
Maintaining knowledge of market conditions and evaluate market trends for materials, equipment and labor
Identify areas of potential cost reduction and analyze the impact of pricing changes for subcontractors

Required

Bachelor's degree in supply chain management, Business Administration, Finance, Accounting, or a related field
5+ years of experience in procurement and contract administration within the construction industry
Strong understanding of revenue models, P/L statements, and cost-to-completion projections
Familiarity with contract proving models and billing procedures
Independent and self-motivated with experience managing within a distributed office environment
Ability to establish program objectives or performance goals and assess progress
Experience in subcontract administration and managing subcontractors and vendors
Proficiency in Microsoft Office Suite products (Word, PowerPoint, Excel, Outlook, Teams)
Ability to use procurement related software, such as ERP systems
Excellent organizational and time management skills
High level of attention to detail, and highly organized
Ability to act with integrity, professionalism, and confidentiality
Ability to effectively prioritize responsibilities depending on project needs
Ability to effectively present information and respond to questions from groups of managers and employees
Ability to develop and maintain successful relationships with all levels of employees, clients, and subcontractors
Must be able to work under pressure and meet deadlines while maintaining a professional attitude
Ability to work in a construction site environment (trailer office)
Excellent verbal and written communication skills in English
Must have and maintain a valid Arizona driver's license

Preferred

Highly desired: experience with organized labor (union) workforces and collective bargaining agreements
Ability to communicate in Mandarin, preferred
Start-up experience
International work experience, a plus
