Responsibilities

Responsible for defining and executing the EP system master test plan to achieve overall product verification objectives within budget and schedule constraints and in compliance with requirements
Responsible for providing direction and definition for laboratory facility capital upgrades related to the EP roadmap of product development and the test facilities necessary to deliver upon current and future program objectives, as led by the direct reporting laboratory test engineers and supported by the peer engineering organizations
Mentors and trains the team to achieve all objectives for the EP test programs, utilizing demonstrated experience
Approves technical content, technical commitments, and associated cost and schedule for all proposals or change orders (internal or external)
Responsible for technical decision making, including, without limitation, coordinating technical requirements with customers, and advising leadership and customers on all technical aspects and issues to achieve all technical requirements
Supports and mentors the team toward developing and executing the complex and comprehensive Systems Integration testing that would be required for the new components and systems of the EP product line
Coordinates, as needed, with other functional areas and program PE Leads to ensure overall program success
Partnering with program management, develops and implements a Management Operating System (MOS) to drive effective communication, interfacing, and execution of tasks & responsibilities across the cross-functional organization
Sponsors and leads transformational projects to execute work differently to achieve NPD 50/50 goals
Creates an environment where individual and team accomplishments are valued and rewarded. Intellectually challenges using innovation and creativity

Required

Bachelor's degree from an accredited institution in a technical discipline such as the sciences, technology, engineering or mathematics
10+ years Engineering/Business/Test experience; Aero-Engine and/or Power Systems test experience preferred
Leadership experience

Preferred

Skilled change agent with proven ability to drive transformational/cultural improvement
Program/Project Management experience. Engine system test experience preferred
Background in requirements management, validation, and verification
Strong background and experience in defining a test program plan to achieve development risk reduction, safety of flight test requirements and qualification test requirements within budget and schedule constraints
Earned value management to government contracting standards
Detailed knowledge of military qualification requirements
Leadership Skills - decision making, customer management, driving results, and bias for action
Demonstrated knowledge of IPDS processes and tools
Prioritizes time and resources effectively
Demonstrated team building skills
Demonstrated ability to maneuver in the face of conflict or politics
Skilled in creating order and structure in an uncertain or ambiguous environment
Mature leader: able to impose a management operating system which minimizes bureaucracy while still satisfying required procedures, program management principles, and contractual expectations
Ability to effectively influence others, strong delegation abilities, good mentoring skills
Demonstrated ability to execute quickly under strict schedule constraints while still achieving technical objectives
Strong bias for action, high energy level, detail oriented and analytical thinker. Comfortable working on many projects at the same time
Excellent leadership, interpersonal & communication skills are keys to success. Must be able to be a driver while maintaining strong collaborative relationships and clear roles and responsibilities with team members and stakeholders
Able to identify the critical few issues on any effort and drive them to resolution to assure success
Skilled in leading and communicating across multiple functions organizational levels. Able to communicate effectively from the individual contributor level to the Executive Leadership level
Able to travel up to 10%-15% of the time
