C-UxS Experimentation Program Lead
Amentum is seeking a dynamic Counter-UxS Program Operations Lead with experience planning and organizing experimentation events to support the U.S. Indo-Pacific Command (USINDOPACOM). The role involves providing project analysis support, managing event schedules, and coordinating activities related to the C-UxS experimentation campaign.

Responsibilities
Provide project analysis support to USINDOPACOM’s persistent Counter-Uncrewed Aircraft Systems (C-UxS) Experimentation Campaign (PEC)
Analyze capability requirements and recommend solutions to support PEC goals
Plan, manage, coordinate and synchronize PEC event schedules
Lead operational planning efforts for C-UxS experimentation and participate in international science and technology (S&T) and experimentation activities in both OCONUS and CONUS. Conduct exercises and/or individual test events
Frequent travel is required
Coordinate and synchronize PEC activities with relevant stakeholders
Provide expert guidance and support for defeating unmanned systems like Group 1-3 UAS, unmanned maritime surface and underwater vessels, uncrewed ground vehicles and other uncrewed vehicles / systems, excepting space vehicles
Prepare PEC status reports (e.g. weekly / monthly updates, meeting minutes, planning, post event after-action and formal final reports)
Establish & maintain connections within the broader C-UxS community in industry, academia and the Department of Defense (DoD)
Provide test event coordination, project/program planning and milestones, logistics, documentation, and execution support to experimentation/test venues supporting PEC initiatives/events
Identify C-UxS system and program limitations, recommend alternative solutions to fill capability gaps with material and non-material solutions
Analyze experimentation results, prepare technical reports and briefings. Research new technology solutions, and manage programs from development to sustainment
Identify vulnerabilities and assess threats posed by unmanned systems; help develop operational plans, recommend strategies and material solutions to counter them
Assist the government in developing tactics, techniques, and procedures (TTPs); coordinating training and advising on policy, acquisition, and technology solutions
Develop training roadmaps for U.S. and allied forces, and conduct needs assessments to improve capability and readiness
At the conclusion of each PEC engagement, compile an operations-specific after-action report detailing the specific objectives met, vendors, lessons learned, and maintain project documentation from planning, through execution until closing, reports will include recommendations for future PEC testing and areas of improvement. Reports need to include Measures of Performance, i.e. effectiveness and suitability, and an assessment of performance. Reports should assess both technology and operational readiness for employment by INDOPACOM operational forces
Support J85 office with normal staff activities, such as facilitating engagements and event planning. Including the Pacific Operational Science and Technology (POST) Conference, and other innovation/S&T workshops and engagements
Develop and maintain current and historical stakeholder, sponsor, venue and vendor contact lists for each engagement/test location
Qualification
Required
Bachelor's Degree from an accredited college or university or have 15 years of relevant experience in lieu of Bachelor's Degree
Demonstrated proficiency in authoring analytical and/or policy documents
Demonstrated proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and other project management tools
Demonstrated oral and written communication skills to effectively communicate (verbally and in writing) to provide information and presentations, to include delivering executive summaries to flag and general officers (FO/GO), Senior Executive Service (SES) level equivalents, and international partners, as well as communicating at the analyst level
3 or more years' of experience in a related field, such as C-UXS analysis, air and missile defense, technical systems program management, etc
Minimum of 3 years' experience managing projects, including managing project plans, schedules, cost, manning, etc
Minimum of 3 years' experience in electronics, troubleshooting and system design
Minimum of 3 years' experience in Radio Frequency (RF) Spectrum, and RF communications and spectrum management
Minimum of 3 years' experience with science and technology experimentation or demonstrations
Must have the ability to obtain a Top-Secret clearance. Note: US Citizenship is required to obtain a Top-Secret Clearance
Preferred
Master's Degree from an accredited college or university, or Graduation from a military command and staff college
Comprehensive understanding of Department of Defense (DoD) policies and procedures related to C-UxS
5 or more years of experience as a C-UXS analyst in technical systems program management
5 or more years of experience in military plans, including U.S. military exercises, Joint experience is desired
3 to 5 years' experience working in the USINDOPACOM area of responsibility (AOR) and with international allies and partners (A/P)
Active Program Management Professional (PMP®) Certification or similar
1 to 3 years' experience planning, managing and executing multiple, large scale, integrated S&T experiments and assessments
