PROGRAM ANALYST (JOINT EXERCISE PLANNER)
USAJOBS is seeking a PROGRAM ANALYST (JOINT EXERCISE PLANNER) to serve as a Training and Exercise Planner. The role involves planning, analysis, design, development, implementation, and evaluation of training events for both internal and external audiences, assisting with the execution of the Joint Exercise Program to sustain joint force readiness throughout the USCENTCOM Area of Responsibility.

Responsibilities
Plans, organizes, and directs the activities of the COCOM training and exercise program
Represents COCOM at a variety of DoD and Joint Staff senior-level meetings
Provides input to leadership concerning policy guidance and the development and execution of combined military exercises and training requirements in the COCOM area of responsibility
Assists with the development of budgets for the Exercise Program

This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. The incumbent is subject to pre-employment drug testing as a condition of employment and participation in random drug testing
This position is designated as a key position IAW AFI 36-507. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available
Work may occasionally require travel away from the normal duty station on military or commercial aircraft
This position is TERM not to exceed 13 months after entry on duty
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent (may have been obtained in the federal service, military, or public sector)
Knowledge of qualitative and quantitative techniques, including DoD and Joint management principles, methodologies, and financial management directives, to effectively plan, execute, and evaluate joint military exercises and programs
Knowledge and practical experience in combat and non-combat operations, including Joint Exercise and Training processes, to oversee strategy development, policy implementation, and long-term planning for Mission Rehearsals and crisis response exercises
Knowledge of the Joint Training Exercise and Evaluation Program (JTEEP) processes and capabilities, supporting COCOM exercise and training requirements, and ensuring the efficient allocation of resources and accurate program assessment
Skill and ability to plan and organize complex joint military exercises and provide technical expertise in the execution and evaluation of battle staff training events
Ability to analyze and adjust work operations across multiple organizational segments, ensuring program requirements and objectives are met through efficient resource allocation and reallocation
Ability to communicate effectively, both orally and in writing, with senior leadership ensuring clarity in conveying policy, planning, and operational recommendations
Preferred
An advance degree in International Relations, Middle East Studies/history, or related field is desirable
