Procurement Operations Manager

Responsibilities
Manage 4 to 6 managerial direct reports with responsibility for an extended procurement operations staff of approximately 35. This includes overseeing the management of program staff (technically, operationally, and administratively), including planning and directing the activities of department(s); monitoring projects for timely completion and quality; and staffing, performance evaluation, and staff management/development
In the absence of the Director of Supply Chain Management, maintain accountability for all Supply Chain Management Division activities including Shipping and Receiving and Property Control with a total staff of approximately 60
Responsible and accountable for the daily procurement operations ensuring timely procurement and contract management of complex SLAC supply, service, and construction requirements valued at over $275 million in annual spend
Serves as an acquisition advisor to Associate Directors (AD) and senior stakeholders on procurement related acquisitions/projects in support of SLAC high dollar, complex requirements; Report out on procurement/project status, as required
Assess the procurement function to determine how to improve quality, improve efficiency, and improve the ability to deliver desired services or outputs
Assist the development and maintenance of SCM written policies and procedures approved by DOE
Interpret complex federal, DOE, and University procurement laws and policies to develop operational procurement procedures and practices
Ensure compliance with University policies and government regulations; interact with government and internal and external auditors; evaluate and implement audit recommendations. Develop and implement internal controls to ensure compliance
Build effective relationships internally and externally with customers and business partners
Manage through others and provide technical and operational leadership for multiple procurement services and functions; supervise, train and delegate staff while ensuring operational and financial goals are achieved
Direct staff and provide leadership to achieve the goals and vision of the organization. Responsible for hiring and retaining staff, career coaching, personal development for direct reports and accountable for the performance of employees
Direct customer acquisition planning for complex contract requirements; drive balance between customer service requirements, government agencies, and Stanford and stakeholder control and compliance requirements; advise management on procurement issues
Partner with other BSD leadership to establish the appropriate internal controls to drive compliance with government agencies and procurement policies and procedures
Manage business operation and administration and oversee the execution of all budgets in area of responsibility
Design, develop, and implement strategies for complex procurement requirements; implement industry best practices to improve efficiency and reduce operating cost; educate internal customers on procurement policies and processes; ensure contracts and procurement processed meet government requirements and expectations; may brief government contracting staff on status of key contracts and topics of interest
Assess supplier base; conduct commodity analysis and customer requirements to develop optimal sourcing strategies and initiatives
Develop and implement contract management policies and procedures to ensure compliance with contract cost, schedule and business requirements; establish practices to early identify contract performance issues and drive timely resolution

Qualification
Required
Bachelor's degree with ten years contracts/procurement experience, eight years of supervisory experience, or a combination of education and relevant experience
Strong leadership and management experience and record of successfully developing and leading high-performing procurement/spend management staff
Experience overseeing and directing spend management functions for a diverse organization
Demonstrated experience working with and overseeing various methods of contract types such as Firm Fixed Price, Cost Reimbursement, Time and Materials, Personal Services Agreements and Basic Ordering Agreements
Extensive experience overseeing and managing the negotiation and administration of contracts with unusual and/or complex terms and conditions
Experience managing compliance requirements preferably gained through experience with government contracting regulations
Ability to take ownership and leadership of complex projects from inception to completion, including developing strategy, implementation, and execution of tasks
Strong customer relationship management skills
Ability to articulate a clear vision for the organization and ability to execute on a strategy to attain the vision
Success in the development and implementation of strategic initiatives
In-depth knowledge and understanding with the Federal Acquisition Regulations (FAR, Department of Energy Acquisition Regulations (DEAR)) and other government agency regulations
Advanced knowledge of a variety regulatory requirements relating to purchasing and business law
Knowledge of market conditions, trade practices, sources and lead time
Ability to work collaboratively with a wide variety of stakeholders and customers
Ability to lead, teach, and motivate a cross-functional team to deliver results
Independent self-starter with excellent organizational, analytical, and planning skills
Ability to lead diverse initiatives and manage complex business issues
Knowledge and experience with Microsoft Office Suite and PeopleSoft/Oracle/SAP
Ability to communicate well both orally and in writing with diverse audiences
Preferred
Experience as a federal government contracting officer is highly desired
Certified Professional Contracts Manager (CPCM) or equivalent designation highly desirable
