Technical Program Manager - Camera (VMS) Hardware
Oracle’s Global Physical Security (GPS) Systems Team is responsible for securing the corporation’s global datacenter and facility footprint through advanced Physical Access and Identity Management technologies. The Technical Program Manager – Video Management Systems leads the strategic direction and lifecycle management for Oracle’s global Video Management Systems portfolio, ensuring robust and secure video technologies are aligned with business and regulatory demands.
Responsibilities
Lead global VMS planning, deployment, upgrades, and technical innovation
Own policy and process standardization, regulatory compliance, and lifecycle management for all VMS assets
Resolve escalated technical and operational issues and deliver sustainable improvements through data-driven analysis
Develop, communicate, and execute a comprehensive multi-year roadmap for Video Management Systems, supporting Oracle’s global security and compliance objectives
Direct cross-functional implementation and integration efforts, ensuring video platforms scale reliably with business demand and technology change
Identify, pilot, and deploy automation tools to streamline event monitoring, video retention, export, incident management, reporting, and compliance functions
Oversee vendor relationships, manage contracts, SLAs, performance reviews, and technology selection
Ensure VMS platform and operations maintain the highest standards for privacy and legal compliance in all jurisdictions
Own the documentation, training, and communication of VMS-related processes, standards, and incident response plans
Analyze video system performance data, identify risks, and deliver continual improvements focused on reliability, cost-efficiency, and security
Serve as the executive escalation point for VMS incidents, privacy queries, and cross-team issues
Qualification
Required
Bachelor's degree (or equivalent experience) in Engineering, IT, Security, or related technical discipline
Minimum of 5 years' experience managing large-scale, enterprise VMS platforms (e.g., Genetec, Milestone, Avigilon, Axis, or similar) including design, deployment, and lifecycle optimization
Hands-on experience with Milestone - (must have)
Demonstrated expertise integrating video solutions into physical security, access control, and SOC/SIEM platforms, using modern API, cloud, or hybrid architectures
Deep knowledge of privacy, security, and compliance requirements affecting video surveillance systems globally (GDPR, CCPA, SOC 2, PCI DSS, ISO 27001, etc.) and experience ensuring systems are audit-ready
Proven ability to implement automation and workflow efficiency for video system monitoring, alerting, retention management, and incident response, leveraging scripting, RPA, or orchestration tools
Experience managing technical vendors, contracts, SLAs, and negotiating performance improvements
Outstanding stakeholder management, cross-team collaboration, and project leadership skills in a fast-paced, distributed environment
Strong documentation, training, and communication skills for all organizational levels

Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
