Cyberspace Plans and Policy Support Specialist

Responsibilities
Prepare assigned work products intended to facilitate negotiations and communications by the Directorate’s cyberspace SMEs to validate the objectives of cyberspace program efforts
Prepare Plans of Action and Milestones (POAMs) for assigned efforts to provide a baseline for project management and commitment of required assets
Participate in meetings to document proceedings, as is required to facilitate the Joint review/staffing process
Provide analytical skills and administrative management to support and facilitate development of responses to “short fused” cyberspace program issues referred to the J5 for action
Facilitate the formal staffing and review process by applying governing policy and process directives
Capture action items resulting from meetings, and document assigned responsibilities and the nature of response required
Qualification
Required
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
Three year trial/probationary period may be required
The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime
Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft
The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam
This position is a Testing Designated Position (TDP). Incumbent is required to submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing, safety mishap or accident testing
The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1
Specialized experience GG-09 would be demonstrated by 1. performing administrative duties in support of a cyber operations organization; 2. following cyber operations policies and guidelines for work accomplishment
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%
Specialized experience at GG-11 would be demonstrated by 1. researching policies and guidelines to support management on administrative decisions; 2. communicating with internal and external stakeholders to accomplish organizational goals; 3. completing official documents to contribute to organizational planning
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%
Specialized experience at GG-12 would be demonstrated by 1. utilizing established policies and process guides to support administrative management functions such as providing work assignments, insight on requirements, or project budgets; 2. collaborating with external stakeholders to resolve cyber program issues in order of priority; 3. facilitating the review and completion of documents required for project planning
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at GG-12
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications

Relocation expenses reimbursed: Yes—PCS and Relocation expenses may be authorized.
Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
