Responsibilities

Manages the pay and compensation policy program for EOUSA and USAOs throughout the country to achieve mission, goals, and objectives
Develops and implements pay and compensation policies, guidelines, and procedures
Make recommendations on how to resolve complex, controversial, and unprecedented pay and compensation issues
Provides expert level advisory services on pay and compensation matters to senior leadership and personnel staff
Ensures accuracy and consistency interpreting and applying pay and compensation regulations throughout the agency

Required

You must be a U.S. Citizen or National
Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation
You must be registered for Selective Service, if applicable
If selected, you may be required to complete a one year probationary period
Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement
You must meet all qualification and eligibility requirements within 30 days after the closing date of this announcement and before placement in the position
Applicants must have at least one full year of specialized experience equivalent to the GS-13 level in federal service, serving as a program manager or senior advisor in the development, implementation, operation of pay and compensation programs; experience in implementation of pay and compensation policies, regulations, and standards; experience in different pay plans to determine pay setting; and experience in advising other human resources personnel and top management on resolving a pay or compensation issue
