Supervisory Program Analyst IV (Community Development Officer IV)

Responsibilities

Supervise a subordinate staff of supervisors, professionals, and paraprofessionals who perform housing and community development and grant policy work
Plan work to be accomplished by subordinates
Set priorities and prepare schedules for completion of work
Assign work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of employees
Evaluate performance of subordinates
Give advice, counsel, or instructions to individual employees on both work and administrative matters
Interview candidates for positions in work unit and make recommendations for appointment, promotion, or reassignment involving such positions
Hear and resolve complaints from employees and refer group grievances and the more serious complaints not resolved to higher level supervisors
Recommend minor disciplinary measures such as warnings and reprimands
As needed, consult with specialists on training needs, and decide on training problems related to the units supervised
Identify developmental and training needs of employees in consultation with the Chief Learning Officer and provide or make provision for such development and training

Required

Bachelor's degree from an accredited college or university with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, or a closely related field
Must have a minimum of four (4) years of direct experience involving the administration, implementation, systematic review, analysis, interpretation, and evaluation of grants, housing and community development, or other financial data
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position

Preferred

One (1) year experience in a supervisory capacity over program analyst professionals
Master's degree in one of the above fields
