SUPERVISORY RESOURCES MANAGEMENT SPECIALIST

USAJOBS is seeking a Supervisory Resources Management Specialist to exercise second level supervisory and managerial authorities over the Personal Property Activity HQ. Responsibilities

Plans, organizes, and oversees the activities of the Resource and Requirements Branch
Exercises supervisory personnel management responsibilities
Represents the organization with a variety of installation and functional area organizations
Provides advice and assistance to PPA HQ and subordinate JPPSOs/PPPOs management officials regarding civilian personnel, manpower, records management, financial management, budget, support agreements, training to effectively meet current and long-range program goals and objectives

Must be able to obtain and maintain the appropriate security clearance (Noncritical Sensitive)
This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems
Knowledge of a wide range of concepts, principles, and practices relating to financial management, support agreements, civilian training and manpower
Knowledge to lead effective and efficient personal property operations, integrating with sister service personal property programs, improving support to DoD customers, and transforming personal property business processes
Knowledge of common budgetary practices, procedures, regulations, precedents, and guidelines
Knowledge of automated data processing concepts and systems capabilities to accomplish assigned budget functions
Knowledge of safety and security regulations, practices, and procedures
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources
Knowledge to gather, assemble, and analyze program information, draw conclusions, and devise solutions to problems
Ability to communicate both orally and in writing
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level
