Program Director II

Responsibilities

Plans, organizes, and conducts approved programs in accordance with official directives and appliable contract provisions and government regulations
Prepares program proposals, budgets, and directives; and reviews fiscal performance or delegates this responsibility among program staff
Negotiates with responsible officials regarding contracts, budgets, and other matters relating to the operation of the programs
Supervises program staff responsible for implementation of program and maintenance off financial and program records in accordance with approved standards and practices
Reviews and approvers all financial transactions and related program reports to ensure compliance with generally accepted accounting principles and practices or applicable contractual and governmental regulations, including payroll and purchasing
Assumes primary responsibility for the recruitment, selection, retention, training and evaluation of administrative and operational staff
Advises and consults with the Chief Executive Officer and Chief Administrative Officer of CCLA on the status or programs and matters affecting policy
Develops policies and procedures to ensure contractual and legal compliance as well as established program performance standards are met
Coordinates the development of employer involvement, including development of an Advisory Board to assist in the design and implementation of programs
Review and approves employer training site agreements, client applications and conducts presentations before employers, elected officials and the Workforce Investment Board regarding program policy issues
Review curricula for client pre-employment training conducted by program staff, including the review of individual client personal and employability, and grievances
Routinely interviews program clients to ensure job satisfaction

Required

Master's degree in social work, public or business administration, or a related field, with a minimum of five to seven years of related experience with three years' experience in management
Administrative principles and their application

Applicable state and federal laws and regulations
Appropriate handbooks and reference materials
Budget preparation and management
Direction, evaluation, training and supervision of staff
Design and implement effective programs
Handle public contact and relations effectively
Communicate effectively in written and oral form
Display sensitivity, tact and responsiveness in various situations and needs
Develop and maintain effective working relationships
Use independent judgment and initiative
Maintain high level of confidentiality
Planning short- and long-range goals
