Responsibilities

You will resolve employee complaints related to erroneous pay and leave issues
You will verify and analyze reports received as a result of timekeeping and labor cost recording in order to correct and eliminate errors that appear in the reports
You will be the payroll liaison for the Defense Civilian Pay Systems (DCPDS)
You will provide policy interpretations and functional recommendations to the Director on diverse payroll, timekeeping, civilian administrative management issues
You will initiate and track Requests for Personnel Actions (RPAs)
You will analyze a variety of statistical information and prepare a variety of recurring and non-recurring reports related to various aspects of manpower and personnel management
You will track all career ladder and special hiring authority employees to ensure proper accounting and tracking of staff
You will develop, coordinate and execute the Manpower Management Program in accordance with the Department of Navy and activity policies

Required

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Experience applying civilian personnel concepts, practices, laws, policies, rules, regulations, precedents and procedures
Experience managing civilian personnel actions such as time keeping, leave regulations, recruitment, performance, and awards
Experience interpreting and applying military and civilian resources and manpower regulations, directives and policies
Successful completion of a Ph.D. or equivalent doctoral degree OR 3 Full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR A combination of experience and graduate education as described above that equates to one year of experience
