Responsibilities

Advise the ONS Director and Deputy Director on identity intelligence and management policy, operations, and procedures, and recommend changes to meet the Office of National Security mission requirements and identity intelligence program priorities
Provide identity intelligence written analytic products to HHS Operating and Staff Divisions, the Intelligence Community (IC), and HHS Senior Executives, as appropriate, to inform National Security Screening and Vetting Efforts and to inform and drive the intelligence cycle
Work with HHS Operating and Staff Divisions to ensure the integration of intelligence information into policy and operational divisions in support of national security and the protection of HHS employees, programs, facilities, and information
Monitor identity intelligence program designed to identify key threats to HHS personal, facilities, information, and programs and assists in making the dissemination of identity intelligence lead information and analysis more efficient, timely, and effective; represents ONS and the Department with other government entities and ensures HHS remains aware of all identity intelligence information impacting HHS equities, including global health, biosecurity, cyber and emerging tech, counternarcotics, counterintelligence, and CBRN
Leads identity intelligence program and lines of effort within ONS and across the Department, providing a service to Op and Staff Divs, as needed
Foster and maintain effective working relationships with the IC and other Federal Departments and Agencies. Foster excellent relationships and provide supportive interaction with leadership, management and personnel within ONS

Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication

Appointment to the position will be contingent upon a negative applicant drug test result
You must have one year specialized experience to perform successfully the duties of the position
Specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing at ALL of the following: Advising senior leaders on identity intelligence policies (screening, vetting, targeting) and governing legal frameworks (particularly Executive Order 12333), ensuring compliance with organizational and industry standards; Leading and guiding a team of identity intelligence analysts (all-source analysts working a vetting or targeting mission), delivering actionable intelligence to support intelligence operations and law enforcement investigations, strengthening mission outcomes and organizational decision-making; Designing training programs on identity intelligence methodologies that integrated classified and open-source data and tools, improving the accuracy of identity and network assessments and the quality of deliverables for stakeholders; Communicating outcomes of identity intelligence initiatives and qualitative and quantitative impact metrics to intelligence and national security executives, ensuring clarity, timeliness, and usability of information
