Responsibilities

Provide strategic acquisition policy, planning, and execution support to PMOs and Contracting Officer Representatives (CORs)
Develop, review, and refine acquisition strategies, program plans, and policy documents to ensure compliance and mission alignment
Support the preparation and evaluation of acquisition documentation, including Statements of Work (SOWs), interagency agreements, and Requests for Change (RFCs)
Oversee contract execution activities, including scope management, schedule control, and budget compliance for development and sustainment efforts
Monitor program resource allocation to ensure efficient use of funds and adherence to acquisition objectives
Evaluate and provide recommendations on Engineering Change Proposals (ECPs), RFCs, and new funding requests
Support contract management functions, including technical briefings, budget analysis, and security documentation reviews
Evaluate technical proposals and developer submissions for feasibility, risk, and compliance with system and acquisition requirements
Develop or review Concepts of Operations (CONOPS), system architectures, process flows, and technical documentation
Assess hardware and software architectures to ensure alignment with program objectives and technical baselines
Coordinate software build evaluations prior to deployment in operational environments
Collaborate with developers and system integrators to ensure successful delivery, testing, and transition of capabilities and processing algorithms
Evaluate contractor performance, monitoring technical progress, schedule adherence, and process maturity
Support planning and management of activities that maintain and evolve the program's technical baseline
Identify, document, and track upgrades, enhancements, and technology insertions across the lifecycle
Facilitate the transition of R&D initiatives into operational programs, ensuring readiness and acquisition compliance
Manage program data and documentation, maintaining traceability, configuration control, and record integrity
Prepare and deliver program status briefings, including weekly updates and quarterly reviews for senior leadership and oversight boards
Develop position papers, briefings, and technical recommendations on acquisition performance and program health
Support Government representatives during reviews, technical exchange meetings, and acquisition boards
Communicate the intent, objectives, and outcomes of acquisition activities to internal and external stakeholders
Serve as a senior technical advisor to program leadership on acquisition execution, risk management, and system performance

Required

Minimum of 10 years of relevant experience with a Bachelor's degree
An additional 2 years of experience may be substituted in lieu of a degree
Customer-service and goal-oriented professional committed to mission success
Excellent oral and written communication skills, with the ability to engage effectively with Government civilians (Band-level, DISL, SES), contractors, and mission partners
Proven ability to work independently or collaboratively under tight deadlines and shifting priorities
Skilled in managing multiple concurrent tasks and adapting to dynamic mission requirements
Demonstrated understanding of the Geospatial Intelligence (GEOINT) mission and its contributions to the Intelligence Community (IC)
Extensive experience (10+ years) supporting DoD and/or IC acquisition processes, including preparation of acquisition strategies, solicitation components, and execution documentation
Familiarity with NGA dissemination, data, and storage systems, and related information management environments
Experience in systems engineering and lifecycle acquisition disciplines, including property management, configuration management, security engineering, and testing
Demonstrated familiarity with Office of Management and Budget (OMB) IT artifact preparation, including Exhibit 300 and Exhibit 53 submissions
Proven experience with software or system testing and evaluation, with the ability to analyze requirements and provide technical and programmatic feedback
Certified Project Management Professional (PMP) or equivalent certification from a recognized professional body (e.g., PMI) or educational institution
Experience with acquisition program oversight, contract execution (cost, schedule, performance), and risk management
Strong organizational skills, including managing and structuring diverse datasets for retrieval and auditability
Demonstrated knowledge of NGA Acquisition and Systems Engineering (ASE) processes and stakeholder interactions
Active TS/SCI clearance or eligibility to obtain SCI access and successfully pass a polygraph examination

Preferred

Graduate degree preferred (M.S., M.A., or M.B.A.) in Engineering, Computer Science, Information Systems, or a related technical or management discipline
3-5 years of experience with NGA and mission partner organizations, including acquisition policies and configuration management processes
Deep understanding of NGA mission priorities, requirements development, and acquisition engineering processes
Familiarity with legacy systems and NGA/IC modernization initiatives
Experience or training in requirements definition and systems analysis
Working knowledge of ODNI acquisition oversight policies and procedures
Prior Government or military staff experience, ideally within the Intelligence Community
Experience supporting advanced research and development (R&D) initiatives and transitioning emerging technologies into operational programs
Proficiency with Microsoft Office applications, including Word, PowerPoint, Excel, and Access
