Deputy Elections Administrator
NEOGOV is seeking a Deputy Elections Administrator for Williamson County, responsible for managing the administrative and financial operations of the Elections Office. This role involves overseeing budgets, personnel management, and compliance with election laws while acting as the Elections Administrator in their absence.

Responsibilities
Manages administrative functions of the department, to include customer service, financial transactions, human resources, purchasing and payroll
Develops and implements fiscal and administrative goals, policies, and procedures
Prepares, manages, and oversees the department annual budgets and collaborates with department divisions on budget needs, including county, state and grant funds
Oversees Open Records Request to ensure responses are in accordance with Public Information Act
Performs personnel management including hiring, termination, employee recognition, and disciplinary action
Serves as primary contact for various state and local agencies including collecting information and documents for state, local, and federal audits
Prepares and delivers presentations on budget, community outreach, and financial data to internal and external entities
Heads all election department marketing including print and online collateral creation, social media management and content creation, and serves as department website liaison for updates and changes
Reconciles and approves timesheets for payroll processing
Prepares and submits agenda items for Commissioners Court, as needed, and makes presentations to Court at direction of Elections Administrator
Performs purchasing coordination for the department, to include reconciliation/oversight of p-card use, generating purchase requisitions, processing invoices, management of relationships with suppliers, liaison with County A/P and Purchasing departments, and preparation of end-of-fiscal year reporting
Assists and conducts financial audits of departmental spending and reviews and approves purchasing orders and requests
Manages accounts payable and receivable for the department by tracking receipts, and treasury deposits, balancing discrepancy resolutions, and managing various spreadsheets and office supply budget and is point of contact for internal county audits
Serves as department software administration point of contact, and ensures software is consistently utilized, updated, and audited
Responds to all media request and implements departments media request processes under direction of Elections Administrator
Develops Central Counting Station plan as required by the Texas Election Code prior to each election
Reports election results to the Secretary of State for primary and general elections via web portal prescribed by the State
Performs inventory control and asset management by creating complex inventory logs and reports in order to maintain and identify elections department resources
Maintains and tracks various financial documents, invoices, logs, and budget information
Oversees recordkeeping compliance with department, local and State regulations, including archival and document retention policies and procedures
Provides additional leadership expertise during elections associated with logistical and budgetary concerns
Serves as a primary contact for the election Judge’s hotline and assists with complex issues from elections judges and staff
Monitors multiple departmental email accounts
Attends all meetings and trainings, as required
Performs special duties as assigned
Qualification
Required
Bachelor's degree in Business, Government, or a related field and three (3) years of experience working in an elections department or closely related public sector field to include budget development/financial tracking and personnel management experience OR an equivalent combination of education and experience
Two (2) years of supervisory experience
Demonstrated knowledge of election laws and regulations
Demonstrated knowledge of election software and Microsoft Office Suite
Valid Texas driver's license
Preferred
Master's degree in a related field
Two (2) years of election administration experience
Certified Elections/Registration Administrator Certification (CERA) within five (5) years of employment
Registered Election Official (REO) Certification within two (2) years of employment
