FINANCIAL RESOURCES ADVISOR

USAJOBS is seeking a Financial Resources Advisor to serve within the Department of the Air Force. The primary purpose of this position is to perform program planning, processing, execution analysis, and technical work for DoD appropriations and program elements for various HQ United States Central Command (USCENTCOM) programs.

Responsibilities

As the Financial Resource Advisor, performs Information Technology (IT) budget execution for multiple funds, analyses program data and prepares analytical and statistical reports to senior management in the CCJ6
Conducts analyses and reviews budget and/or related information. Reviews and assesses the long-term effects of budget guidelines, such as new or revised legislation, Programming Decision Memorandum (PDM), and Resource Management Decision (RMD) on CCJ6 programs
Provides advice, assistance, and guidance on budgeting and related information. Devises and recommends the adoption of procedures, implement budgetary processes, policies, and regulations issued by CENTCOM Comptroller
Performs budget formulation work for the CCJ6 involving preparation of detailed analyses and estimates of annual funding needs for one or more future budget years
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management

Work may occasionally require travel away from the normal duty station on military or commercial aircraft and may require travel to the USCENTCOM Area of Responsibility (AOR)
Incumbent may be required to work rotating shifts, weekends and federal holidays throughout the year
Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation. A non-disclosure agreement must be signed
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program
Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety
This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the req. of this certification program
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems
Knowledge of financial management career field with detailed knowledge of commonly used financial management methods, practices, procedures, regulations, policies, and processes
Knowledge of public policy issues related to IT financial management including Congressional, OMB, DoD, Joint and Service publications
Knowledge of computerized budget systems
Skill of analytical capability and be able to deal effectively with persons in other disciplines such as Program Management, Engineering, Contracting, Civilian Personnel, Manpower, Human Resources, as well with personnel in industry and officials at higher headquarters
Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions
Ability to gather, assemble, and analyze data to develop alternatives, and make recommendations and the ability to explore and present fully the man facets of a policy or budgetary issue
Ability to plan, organize, and direct the functions and staff of a small to medium sized organizations
