Business Development Manager-Federal Programs
Bestica Inc. is looking for a Business Development Manager - Federal Programs who thrives at the intersection of opportunity, strategy, and mission-focused relationships. The role involves developing capture strategies, cultivating relationships with federal agencies, and leading proposal efforts to support the company’s growth in critical programs.
Responsibilities
Identify, qualify, and prioritize new business opportunities through GovWin, SAM.gov, agency forecasts, and industry intelligence
Develop and execute capture strategies, including competitive assessments, call plans, and win themes
Maintain a forward-looking opportunity pipeline aligned with corporate growth targets and strategic objectives
Cultivate relationships with contracting officers, program managers, and decision-makers within target agencies
Build and sustain partnerships with primes, subcontractors, and joint venture partners to expand competitive reach
Represent the company at conferences, industry days, and agency outreach events
Partner with proposal and operations teams to shape winning technical and management solutions
Contribute to proposal development: executive summaries, past performance narratives, and pricing strategies
Support gate reviews and debrief analyses to continuously refine capture and proposal processes
Track federal policy shifts, contract vehicles (OASIS+MQS), and funding priorities to anticipate market movement
Provide market intelligence to leadership and contribute to annual strategic planning and business forecasts
Recommend pursuit or no-bid decisions with clear ROI and risk assessments
Qualification
Required
3–5 years of business development, capture management, or sales experience within federal contracting (DoD, VA, DHA, or HHS preferred)
Proven success winning service-based contracts (healthcare staffing, professional services, or IT)
Working knowledge of FAR/DFARS, government procurement processes, and IDIQ/BPA contracting vehicles
Strong network of agency and industry contacts
Excellent written and verbal communication skills; able to translate complex needs into compelling solutions
