DIVISION CHIEF – ADMINISTRATION / EMERGENCY MANAGEMENT

Responsibilities
Oversee all assigned fire department administrative functions
Manage employee hiring; conduct internal affairs investigations; prepare annual budget; monitor and report on/off the-job injuries, property loss and damages; research and apply for applicable grants of all types; manage department record keeping software and other reporting systems; assist with Public Information Requests; engage in detailed data analysis; produce and maintain reports such as the department’s Standards of Cover document; and perform other administrative or operational areas as assigned
Manage and participate in the development and implementation of department policies, operational procedures, goals, objectives, and priorities for each department service and/or operational area
Represent and support the values and vision of the Fire Chief and the City of Anna
May assume the role of Assistant Fire Chief or Fire Chief in the incumbent's absence
Serve as the department’s Professional Standards Officer
Recommend financial policies and procedures and monitor internal controls; monitor all phases of the department’s payroll, accounts payable and receivables, general ledger, and fixed assets
Manage personnel including pre-employment processes, support executive staff in confidential personnel matters
Direct the tracking and progress of the department’s employee performance measurements
Serve as the Fire Department liaison to city departments, elected officials, and outside agencies; coordinate assigned activities with other departments, outside agencies and organizations
Provide staff assistance to the Fire Chief and prepare and present staff reports and other necessary correspondence to the Fire Chief and City staff as required
Respond to emergency and non-emergency calls for service and assume an appropriate role within the Incident Command System
Manage and participate in the development and administration of the fire department budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; direct and implement adjustments as necessary
Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; identify opportunities for service delivery improvement and review with Fire Chief
Conduct thorough financial analysis and forecasting for long-term strategic planning and budget development; identify trends, opportunities, and threats related to the department’s financial position
Coordinate with staff to provide administrative and emergency response coverage during non-business hours
Assist in leading and motivating department staff with a strong emphasis on "servant leadership" methodologies. This includes eliciting respect and trust through leading by example and coaching employees
Make final recommendations to the Fire Chief on disciplinary actions resulting from internal affairs investigations
Participate in department committees and attend staff meetings as required
Work schedule may include weekends, holidays, and extended hours during emergencies, disasters, or other situations influenced by heavy workloads or staffing difficulties
Attend scheduled training necessary to maintain Texas Commission on Fire Protection (TCFP) and EMS certifications and minimum continuing education credit as required by the Texas Department of State Health Services, the Texas Commission on Law Enforcement, and/or Medical Control Physician
Serve as the department's Emergency Management Coordinator (EMC) and oversee the Emergency Management Division and related programs within the fire department
Develop and maintain the city’s Comprehensive Emergency Management Plan (CEMP)
Oversee Emergency Management (EM) training, response contracts, communications, external agency integration, and emergency command and control efforts utilizing the Incident Command System (ICS)
Keep the Fire Chief appraised of the preparedness status and emergency management needs during potential emergency events
In collaboration with the city’s designated Emergency Manager, supervise and coordinate maintenance of the Emergency Operations Center and related components
Draft reports and studies required by agencies at local, state, and federal levels
Must be able to respond to emergency situations during and after regular business hours, and on weekends and holidays
May be assigned to an on-call schedule to provide 24-hour coverage of Emergency Management functions and/or fire department operations
Perform any other related duties as required or assigned
Qualification
Required
Bachelor's degree, plus 8 years related experience and/or training, and 6 years related management experience, or equivalent combination of education and experience
Certification as a Paramedic through the Texas Department of State Health Services
Current on all TCFP and TDSHS continuing education requirements related to Structural Firefighter and Paramedic certification
Must possess or can obtain from the Texas Commission on Fire Protection within the first year of employment: Master Firefighter Certification, Fire Officer III and Fire Instructor II
Basic Database, Presentation/PowerPoint, and Word Processing/Typing
Must possess and maintain a valid Class C Driver's License at time of hire
Must pass a pre-employment drug screen, criminal background and MVR check, and medical evaluation
Preferred
Bachelor's degree in Emergency Management, Business Administration, Public Administration, Fire Science, or related degree with 4 years progressively responsible management or leadership experience at the division level or higher is preferred
Texas Peace Officer Certification
Experience in budget preparation; internal affairs investigations; Incident Command; National Incident Management System (NIMS); and emergency management planning, policy development, and operations
Texas Commission on Fire Protection: Fire Instructor III - Master, Fire Officer IV, and Incident Safety Officer
