The Bureau of Land Management (BLM) is looking to fill a vacancy for a Telecommunications Specialist in Albuquerque, New Mexico. This role involves providing technical wireless communications and data equipment support, as well as installing, maintaining, and repairing electronic and telecommunication equipment.

Responsibilities

Provides technical wireless communications and data equipment support to the statewide Wireless Communications program
Install, maintain and repair Electronic and Telecommunication Equipment and associated peripherals
Coordinates major wiring and equipment moves and additions with vendors
Prepares a variety of required telecommunications reports for submission to Bureau Headquarters
The incumbent will be required to climb communication towers to provide installation and maintenance of antennas and Coax/Heliax/Waveguide runs to Radio system equipment installed at various locations

Appointment will be subject to a favorably adjudicated background/suitability investigation/determination. Failure to possess or obtain a favorable determination will result in the cancellation of the offer or will be grounds for termination

Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use
May require completion of a one-year probationary period
Applicants appointed to this position must POSSESS and maintain a valid state driver's license
Driver's License required – GSA Form 3607 will be required to be completed during onboarding process
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. To qualify for the GS-11 grade level, 1 year of specialized experience equivalent to GS-09 is required
Examples of work experience include, but are not limited to: Evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated experience in programming, repairing and installing Digital hand held radios, mobile radios, VHF repeaters; dispatch consoles; experience in grounding telecommunications systems; experience with repairing, installing, testing LANs, WANs, and routing networks and phone cabling; and experience with standardized equipment, services, and processes that will be used to obtain services from contractors
Must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree with a major field of study in the following -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to this position OR an equivalent combination of specialized experience and education
You must meet all qualification and selective placement factor requirements by the closing date of the announcement
The work is mostly sedentary, although there is a continuing requirement for field work for the maintenance and/or installation of communications equipment
Required to work in high elevations up to 12,000 feet on antenna supporting structures up to 150 feet above the ground
Other demands such as the frequent climbing, considerable walking, climbing, bending, pulling and heavy lifting of equipment weighing over 50 pounds is required for the installation, loading and transporting of communications equipment in the field
Will be required to climb towers
The tower climbing work is performed under variable and unpredictable working conditions in many locations, sometimes in inclement weather and at high altitudes
The incumbent will also be exposed to radio frequency hazards, high voltages, noise, and slippery and uneven surfaces
It also includes working in voice and data equipment rooms and computer rooms
Travel to field/remote communications sites in the desert, mountains, mud and snow using 4x4 vehicles, snowmobiles, 4-wheel all-terrain vehicles or aircraft is required
