FINANCIAL COUNSELOR II

Responsibilities
Assist LTC residents apply for Supplemental Medicaid
Assist hospital and clinic patients, who are uninsured and underinsured in identifying and securing coverage options
Assist with the completion and submission Supplemental Medicaid applications and related documentation on behalf of residents in the long-term care facilities
Process and review all financial assistance applications in accordance with New York State Department of Health (NYSDOH) standards for hospital and clinic patients
Serve as the primary point of contact with the Department of Social Services (DSS) to track application status and resolve issues
Educate residents, patients, and families about financial obligations, billing statements, and available payment options
Act as a certified NYS Marketplace Assistor to guide patients in selecting and enrolling in appropriate health insurance coverage
Maintain accurate and timely documentation of financial counseling activities, interactions, and application status in organizational systems
Manage and update spreadsheets to track financial data, application progress, and case status
Communicate regularly with the Billing Department, leadership, and facility Administration to ensure alignment on patient accounts and financial matters
Collaborate with interdisciplinary teams across long-term care, hospital, and clinic settings to support smooth admissions, discharges, and transitions of care
Ensure compliance with NYSDOH, federal, and organizational policies and regulations regarding financial counseling, Medicaid, and financial assistance programs
Qualification
Required
Strong understanding of Medicaid processes, financial assistance programs, healthcare billing, and insurance requirements
Knowledge of healthcare financial needs in long-term care, hospital, and clinic environments
Excellent communication and interpersonal skills with the ability to explain complex information clearly
High level of organization and attention to detail to manage multiple cases and deadlines
Proficiency in Microsoft Excel and other data management tools for maintaining accurate spreadsheets and reports
Strong problem-solving skills with the ability to advocate on behalf of patients, residents, and families
Ability to collaborate effectively with billing, administration, and interdisciplinary teams
Commitment to maintaining confidentiality and handling sensitive information with professionalism
Familiarity with NYSDOH compliance standards and ability to apply them to financial counseling and assistance processes
Preferred
Associate's degree in Business, Finance, Healthcare Administration, or a related field
Minimum of 1–2 years of healthcare billing or registration experience
Knowledge of Medicaid, Medicare, NYSDOH financial assistance standards, and other public assistance programs
