Emergency Management Specialist II (SR-18)

The County of Maui is seeking an Emergency Management Specialist II to support its emergency management programs. This role involves assisting higher-level staff in developing documentation, researching best practices, and participating in various emergency management functions and operations.

Responsibilities

Assists higher level Emergency Management staff in developing and maintaining various County documentation to prepare for, mitigate against, respond to, and recover from disasters or emergencies
Assists in researching best practices from other jurisdictions and lessons learned from incidents, training, and exercises and provides suggestions to the higher level Emergency Management staff on the findings
Collects, tracks, and reviews data to support the review and implementation of emergency management functions
Participates with higher level Emergency Management staff in engaging County, State, Federal, Non-Governmental, and private sector stakeholders in the preparedness, mitigation, response, and recovery
Defines capabilities, address gaps, and ensure County documentation is comprehensive, coordinated, and reflective of a whole community approach to emergency management
Participates in the procurement and administration of grants
Supports County departments and agencies in the development of continuity of operations documentation to ensure uninterrupted functioning of essential public services under emergency conditions
During disaster operations, assists or participates in the activation and staffing of the Emergency Operations Center
Attends orientation and training sessions
Attends and participates in meetings, conferences, workshops, and public appearances and assists in their coordination and setup
Performs other related duties as required

Required

Graduation from an accredited college or university with a bachelor's degree in emergency management, homeland security, civil engineering, geology, geography, climatology, ecology, environmental science, public administration, business administration economics, or a related field
Six (6) months of work experience in the emergency management field
Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3)
Knowledge of basic government organization and functions
Knowledge of emergency management laws
Knowledge of Federal and State legislation affecting emergency management administration
Knowledge of principles and practices of emergency management
Knowledge of geographic and topographic features of the Hawaiian Islands
Knowledge of principles of research and analysis
Knowledge of report writing
Knowledge of computers and communications systems
Knowledge of public relations
Knowledge of use of standard office machines and equipment, including personal computers, peripheral equipment, and software applications
Ability to learn basic principles of the functional areas of emergency management
Ability to conduct basic research and analysis
Ability to organize and prepare clear and concise documents
Ability to express ideas logically, both orally and in writing
Ability to deal tactfully with various agencies and people
Ability to develop, review and maintain plans, procedures, reports and studies
Ability to act decisively in emergencies
Ability to handle multiple tasks
Ability to organize and coordinate various group activities
Ability to write and speak effectively
Ability to work with and maintain cooperative relationships with members of other agencies
Ability to type and operate computers
Ability to learn and understand communication principles and technology systems
Ability to operate a personal computer using a variety of software applications
