Pharmacist (Service Chief)
USAJOBS is seeking a Pharmacist (Service Chief) for the Veterans Health Administration. The incumbent will plan, direct and coordinate comprehensive pharmacy activities at the medical center and associated Community Based Outpatient Clinics, ensuring proper control for the compounding and dispensing of therapeutic and diagnostic agents.

Responsibilities
Serves on Medical Center committees. Applies knowledge, judgment, and experience to guide committee decisions and actions
Prepare estimates and justifies the annual budget requirements based on quarterly monetary needs for medications, supplies, equipment and personnel
The incumbent develops effective operational policies and procedures to assure proper control for the compounding and dispensing of all therapeutic and diagnostic agents and supplies furnished to beneficiaries through programs. Exercises professional care and assume responsibility for all drugs compounded and dispensed
Coordinates the professional and clinical aspects of the Pharmaceutical Care program
Develop of new clinical programs, the maintenance of appropriate quality patient care and in providing quality assurance assessments and medication usage evaluation, through performance improvement quality assurance programs
Assures oversight and development of the drug information files consisting of textbooks, reference books, medical and Pharmacy journals, and other pertinent data which would be of value as reference material for all concerned personnel
Promotes sound and economical personnel management reviews, identifying duties and responsibilities, and justifying personnel needs that are based on current programs and workload requirements
Ensures that all drugs are stored in a secure area and will contact the supervisor or designee when an area has been left unsecured or drug theft is suspected
Does not allow unauthorized access to secured areas of the Pharmacy and will contact the supervisor or designee when necessary to secure area
Follows Federal law regarding the procurement, storage, and dispensing of medication and supplies
Certifying all procurements is legal and proper and all items are received. Certifying all transactions made by the cardholder, assuring applicable documentation are maintained and questioning any discrepancies
Audit cardholder purchase orders every month and maintain documentation of audits
Performs other duties as required
Qualification
Required
U.S. Citizenship
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree
Graduates of foreign pharmacy degree programs must provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification
Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States, or the District of Columbia
Must be proficient in spoken and written English
1 year of experience equivalent to the next lower grade level (GS-13)
Skill in persuading others and gaining cooperation to accomplish goals
Ability to effectively communicate orally and in writing regarding complex clinical and technical issues
Skill in utilizing regulatory and quality standards to develop and implement operational programs
Skill in managing multiple people or programs
Skill in utilizing available resources to support the mission and goals of the organization
Ability to plan, organize and direct the functions of the pharmacy staff
Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP)
