Responsibilities

Appraises residential properties by collecting information on-site regarding land and improvement characteristics
Reviews sales and permit data to evaluate market conditions
Performs on-site investigations to collect additional data as needed; enters physical characteristics into a computer-assisted mass appraisal software system; reviews the resulting value for consistency, equity, and accuracy
Explains appraisals to property owners and defends appeals as needed
Reviews properties receiving tax exemptions to determine eligibility for continued exemption
Performs other duties as assigned
Appraises residential, institutional and commercial properties by collecting and reviewing sales and permit data, evaluate property conditions, perform on-site investigations to collect additional data, perform mathematical computations to determine value, and adjust information when appropriate. Establishes a separate land and improvement value as appropriate
Performs sales validations and maintains the sales database. Performs data entry, prepares appraisal survey cards and organizes work for efficient field inspections
Verifies information submitted for appeals to determine the validity of such information as well as verify the accuracy of tax data
Works with property owners to resolve appeals. Works with other property owners, appraisers, real estate agent and brokers, paralegals and attorneys to answer assessment questions, provide data and defend values
Prepares and performs reassessments by generating sales ratio, characteristics, and various other reports, analyzing data, comparing the area to the current market, determining the proper land to building ratio, making recommendations for reassessment, making any necessary changes, verifying accuracy, and running reports to determine the appropriate degree of equity on a city wide scale
Monitors the progress of changes to residential properties by measuring physical changes made and determining the effect they have on the value of the property
Manages the integrity of the computer system by recording and verifying the accuracy of building permit information in the database, dealing with security issues, training staff on software applications, and making recommendations for improvements
Completes taxpayer reviews by explaining the change in assessments to clients and conducting a sales analysis to determine if any adjustments are necessary
Performs other duties as assigned

Required

Knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school
Six months experience for Real Estate Appraiser I
Over two years' experience in Mass Appraisal or Assessment, real estate appraisal, real estate sales or brokerage, geography, construction management or similar discipline for Real Estate Appraiser II
Over three years experience in Real Estate, and microcomputers for Real Estate Appraiser III
Valid Driver's License

Preferred

One year of experience related to real estate appraisal, real estate sales or brokerage, geography, construction management, or a similar discipline
A Bachelor's Degree
A Virginia real estate appraisal license
Related state sanctioned on Mass Appraisal Procedures and Techniques courses (IAAO 101, 102, 300, 171 and 151 are preferred). Courses offered by the Appraisal Institute, the American Society of Appraisers or similar organizations may be considered for equivalency by the City Assessor
Advanced courses sanctioned by State or National Appraisal organizations that lead to appraisal certification
