Responsibilities
Directs, manages, and provides daily supervision of Facilities leadership team and ultimately responsible for all employees in the maintenance and upkeep of buildings, grounds, and campus facilities in Gulfport and Tampa and in support of campus events. Facilities include classrooms, courtrooms, offices, and other administrative spaces, library facilities, dorms, apartments, and residential houses
Sets a vision for the department and provides direction to department employees and contractors to ensure optimal functioning of the campuses and that work is completed with acceptable quality. Work involves inspecting all areas of buildings and grounds, including spaces with uneven surfaces, low lighting, limited ventilation, and other conditions typical of mechanical areas
Must be able to perform these duties with or without reasonable accommodation. Wear appropriate personal protective equipment (PPE) and adhere to all safety standards. Ensures the optimal functioning of building systems, including mechanical, electrical, HVAC, and plumbing, consistent with standards of good practice
Oversees emergency response to address issues in an appropriate and timely manner
Oversees operations and maintenance of two central chiller plants and all associated equipment. Ensures the plants are operational at all times 24 hours a day 365 days a year and must be able to respond immediately to resolve any unexpected operational issues that disrupt service to campus buildings. Remote access to the control system will be provided so troubleshooting can take place remotely after normal business hours to facilitate the appropriate response
Oversees the day-to-day functionality and programming of the Building Automation System (BAS) for the central plants and all buildings connected to the control system. Oversees vendor relationships to support systems as needed
Oversees management of energy consumption of each campus and seeks ways to reduce consumption. Provides oversight of all campus utilities and energy consumption
Inspects buildings and makes updates to the Facility Condition Assessment database for building systems to make recommendations for renewal and assist with capital planning. Must be physically able to get into all areas of campus buildings including areas such as crawl spaces, attics, roofs, mechanical rooms, and similar areas that are not accessible to the general public
Assist in developing budget estimates for capital renewal projects as well as all other proposed facility improvement, renovation, and construction projects, in coordination with the Vice Dean, AVP of Facilities Management and the AVP of Budget and Finance
Responsible for the safety of the team, provide OSHA required safety training, and hold employees accountable for following safety policies and guidelines
Works with contractors to develop scope of projects, funding required for projects, and schedule for completion for facilities renovation projects, HVAC, electrical, plumbing, etc. Under the leadership of the Vice Dean and AVP of Facilities Management, works closely with architects and engineers to ensure construction plans are consistent with the campus operating procedures and parameters
Oversees development of planned maintenance schedules for staff and contractors to follow to ensure maximum life of building systems
Oversees the Service Request System (FMX) to monitor progress and completion of work orders requested by campus constituents
Authorizes contractors and engineers to secure building permits from necessary authorities as appropriate
Solicits competitive bids on materials and labor for service contracts and construction projects, in accordance with University policies
Provides verbal and/or written progress reports to supervisors and senior leadership. Assists in preparation of reports for Board of Overseers and Board of Trustees meetings
Participates in master planning processes and leads efforts in new construction and renovation projects
Works closely with other campus departments, including Public Safety, Events, Information Technology, and Residential Life to minimize disruption of campus activities during maintenance and construction projects
Participates in training, maintains the knowledge and skills necessary to utilize best practices. Promotes continuous improvement of workplace safety and environmental sustainability practices
Serves on the College of Law’s emergency team and may be required to maintain on-call emergency response status in the event of emergency activities affecting College of Law campuses
Maintains a collaborative work environment and works well with others
Qualification
Required
Bachelor's degree in facilities management, construction management, or similar field
Five (5) years of experience in a multi-building campus environment overseeing facilities management or similar operation
Ability to understand and follow written and verbal instructions and perform assigned duties with limited supervision
Proficiency in English is required to ensure effective communication, safety, and completion of job responsibilities
Ability to utilize computers on a daily basis to respond to emails, write reports, create spreadsheets, and so forth
Ability to utilize the university's Computerized Maintenance Management System (CMMS) to initiate, assign, review, and resolve work orders
Ability to read blueprints and technical construction specifications
Specific knowledge and working understanding of HVAC systems and controls
The ability to practically apply recognized standards of good practice relevant to building repair, equipment repair and operation of campus buildings
The ability to practically apply recognized standards of good practice relevant to matters of safety and security. Must complete OSHA 10-hour training within first 90 days of employment
Ability to effectively manage and prioritize competing demands and to work collaboratively with other departments
Ability to walk and climb stairs to access work areas throughout multi-level buildings that may not have elevators
Must be able to climb ladders and work in confined spaces around large mechanical equipment, with or without reasonable accommodation
Ability to interface and communicate effectively with a wide variety of constituents, including faculty, senior administrative staff, alumni, and board members
This job requires frequent sitting, standing, walking, bending, lifting heavy objects (up to 50 pounds), climbing stairs and ladders, working in environments with extreme temperature and humidity common in Florida
Flexibility to work outside normal hours; nights and weekends may be required
