Housing Policy Manager/Planner (Advanced Planning)

NEOGOV is seeking a Housing Policy Manager/Planner to lead the Housing and Homelessness Services Division for the City of Encinitas. The role involves developing housing policies, managing staff, and ensuring compliance with housing legislation while facilitating community outreach and presenting to city officials.

Responsibilities

Develop policies, rules and procedures for the effective operation of the department, including establishing goals, objectives and priorities
Review and authorize written reports and presentations developed by Division staff and evaluate staff work products, methods, and procedures
Manage Division staff who are responsible for implementing the following programs: housing choice voucher including the Encinitas Housing Authority, Community Development Block Grant (CDBG), and homeless services
Prepare reports, ordinances, and resolutions for the City Council, Planning Commission and other committees/commissions for required code amendments or Housing Policy/Advanced Planning projects. Make regular oral presentations to these entities
Organize, facilitate and present at community outreach meetings and community events; and make presentations to various City commissions and/or committees
Responsible for implementing the City’s Housing Element assigned housing programs and active participation in the 7th Cycle Housing Element
Regularly monitors and tracks current and proposed housing legislation; and analyzes legislative impacts to City zoning code, policies and Housing Element programs. Provide regular legislative updates to staff, Planning Commission, City Council and other boards/commissions
Coordinate routine departmental purchasing, personnel and training, budget and related administrative activities
Serve as the liaison for the Division with other City departments and with outside agencies; negotiate and resolve sensitive and controversial issues, inquiries and complaints
Prepare, review and analyze contracts, legal documents, financial information and proposals; research grant opportunities, and conduct grant monitoring and reporting
Perform other related duties and responsibilities as assigned to fulfill the responsibilities of the Division

Required

Equivalent to a bachelor's degree from an accredited college or university with major course work in social sciences, public health, public administration, business administration, planning, or a related field
Five to seven years of responsible professional experience in governmental housing, community services, homeless services, housing assistance payment programs, or related affordable housing programs
A minimum of three to four years of supervisory experience leading a professional team
Municipal management experience
Documented experience working on complex and controversial land use policy issues
Interpreting and implementing housing legislation
Strong analytical, written and verbal communication skills
Effective in managing staff and project teams
Project management skills
Adherence to timelines
Ability to successfully prioritize often competing work assignments
Effective time and resource management
Ability to adapt well to changing circumstances
Ability to exercise good judgment, discretion and initiative in carrying out job duties
