Deputy CIO, Operations & Service Delivery - Information Solutions
MUSC Health is a large academic health system seeking a Deputy CIO for Operations & Service Delivery. This role will lead the operational strategy and service delivery for Information Systems, ensuring alignment with clinical and business priorities while driving operational excellence and team performance.

Responsibilities
Lead IS Operational Strategy – Drive the design and execution of IS operations and service delivery to achieve measurable improvements in performance, efficiency, and strategic alignment with health system goals
Redesign IS Service Management Framework – Lead service rationalization, intake and demand management, and capacity planning to optimize delivery performance, strengthen accountability, and achieve measurable improvements in service quality, efficiency, and responsiveness across the IS organization
Partner with Enterprise PMO (EPMO) to manage project execution for Intake, Demand and Capacity Management
Establish and Manage the IS Value Management Framework – Implement a comprehensive financial and operational reporting model covering labor, cost, performance, and user experience, ensuring transparent visibility into total cost of ownership (TCO) and return on investment (ROI) through regular business reviews, enabling informed technology investment decisions
Optimize IS Portfolio and Governance – Define and implement standards and operational playbooks in partnership with the EPMO for strategic initiatives, portfolio execution, and enterprise governance practices, ensuring alignment with organizational priorities, clear accountability, and delivery of measurable business outcomes
Oversee Core IS Functions – Provide executive leadership for Performance Management, Change Management, Budget & Finance, Enterprise Training, and IS Marketing & Communications, ensuring operational excellence, alignment with enterprise priorities, and delivery of measurable outcomes that advance the health system’s mission
Drive Operational Efficiencies and Transformation – Identify and execute opportunities to streamline services, including application rationalization and workforce optimization, ensuring talent management and retention strategies support future-state capabilities and deliver measurable gains in efficiency, agility, and organizational readiness
Stakeholder Engagement and Collaboration – Serve as the IS point of contact for key strategic projects and manage relationships with regional health network partners to ensure alignment on priorities, transparent communication, and delivery of measurable value to all parties
Ensure Business Continuity and Clinical Integration – Partner with clinical and business leaders to safeguard EHR integrity, ensure system reliability, and maintain robust downtime procedures for all systems, building sustainable operational resilience that supports uninterrupted care delivery and business operations
Qualification
Required
Master's degree in business administration, Healthcare Administration, Information Technology, or related field
Minimum of 10 years of progressive leadership experience in healthcare IT, with significant exposure to academic medical centers or large, multi-entity health systems
Proven success leading IT operations, service delivery, and governance in a complex, multi-site health system
Strong track record in workforce leadership, talent development, and customer service excellence, with documented improvements in KPIs and service outcomes
Proven ability to develop and execute value management frameworks that demonstrate ROI and total cost of ownership (TCO) transparency
Demonstrated experience in project/program management, budget oversight, and performance measurement
Experience driving technology-enabled transformation and operational change in alignment with clinical, academic, and business strategies
Preferred
Experience as a CIO, IT COO, or equivalent senior technology executive in a small/medium size healthcare environment
ITIL certification is strongly preferred
PMP certification preferred
Strong executive presence with exceptional communication, negotiation, and stakeholder engagement skills
History of building high-performing, cross-functional teams in matrixed organizations
Background in leading large-scale EMR (Epi) implementations, optimizations, or transitions
Willingness to relocate to the Charleston, SC area
